originally publicized in the CBD dated 2/19/99, is being reissued as a
combined synopsis/solicitation (Request for Proposal Number 7268) for
commercial items on a full and open competitive basis. The Federal
Bureau of Investigation (FBI), Aviation Special Operations Unit (ASOU),
has a requirement for aircraft simulator training for single engine
aircraft to maintain the skills and Federal Aviation Administration
(FAA) currency of FBI pilots on an annual basis. This
synopsis/solicitation is on a fixed price basis prepared in accordance
with Subpart 12.6 as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Regulation
Circular 97-11. The Standard Industrialized Classification (SIC) Code
is 8299. The small business size standard is $18.5 million average
annual receipts for the previous three (3) fiscal years. This is a best
value buy. Offers will be evaluated on the ability to meet or exceed
the technical requirements of this RFP, past performance and price. The
resultant contract will be a firm-fixed price requirements contract for
one base year and four additional one year options. Offerors shall
provide company past performance information on contracts that are
similar in terms of cost and service, performed within the past three
years. Past performance information for three (3) contracts shall be
provided. The information should include the contract number, a name
and phone number of a point of contact for each contract to verify past
performance. Technical and past performance when combined, are
significantly more important than price. Submission of pricing for a
base year and four (4) option years is required. This solicitation
includes by reference the clause at Federal Acquisition Regulation
(FAR) 52.212-1 Instructions to Offerors -- Commercial Items (Aug 1998
); clause FAR 52.212-3 Offeror Representations and Certifications --
Commercial Items (Feb 1999); clause FAR 52.212-4 Contract Terms and
Conditions -- Commercial Items (Apr 1998); clause FAR 52.212-5 Contract
Terms and Conditions Required to Implement Statues or Executive Orders
-- Commercial Items (Jan 1999). The clause FAR 52,212-3 Offeror
Representations and Certifications -- Commercial Items (Feb 1999) shall
be completed and returned with the contractors offer. No addenda apply.
The contractor shall provide training for a minimum of 25 and maximum
of 50 pilots per year. The simulator at a minimum shall be a full
aircraft cockpit with all standard aircraft controls and
instrumentation. It must be capable of producing all visual and audio
characteristics of flight that may be encountered in a single engine
aircraft. The flight characteristics of the simulator shall be those of
a high wing aircraft (i.e. Cessna 182, 206, 207 and 210) and shall be
a FAA certified flight training device with day, night and twilight
visual capability. Training period shall be 24-hours consisting of six
(6) hours single pilot ICC certification, six (6) hours crew
coordination/flying with two pilots and twelve (12) hours of classroom
lecture/ground school. The 12 hours of classroom lecture shall cover,
at the minimum, the following topics: 1) Simulator Indoctrination; 2)
Crew Coordination and Standardization (to include duties of each pilot
during flight and emergencies in IMC), FAR and AIM refresher; 3) En
route and Approach charts; 4) Airspace Review; 5) Holding and DME arc
procedures; 6) Indoctrination with the KLN-89B GPS; 6) Aero Medical
Factors; 7) Aircraft systems relating to IFR; 8) Aircraft flight
instruments; 9) Navigation equipment; and 10) Instrument cockpit check.
The simulator training for both the single pilot and dual pilot/crew
shall consist of at a minimum the following topics: 1) Aircraft
configurations during stalls, steep turns, and slow flight; 2)
Compliance with Instrument clearances; 3) Approaches (ILS, NDB, VOR,
GPS) Circle to land, straight-in, and missed approaches with published
holds; 4) Holding at facilities, intersections and DME fixes.
Equipment failures to include: NAV radio, Comm radio, Alternator,
Attitude Indicator, DG, Pitot and Static Source blockage (icing, etc.),
Power loss and Gear pump; and 5) Recovery from unusual flight and timed
turns to magnetic compass. This solicitation is not a 100% small
business set-aside. Interested responsible parties may submit a written
proposal to the above address. No faxed proposals shall be accepted. A
company not in possession of FAR clause 52.212-3 may contact this
office and a copy will be faxed to you. Any questions or requests for
