SIC 1542 -- Provide all material and labor required to demolish and perform construction work necessary to: reveal, restore, and rebuild the 2nd Floor courtroom ceiling. Provide decorative paneling behind the judge's bench, rebuild the courtroom jury box, clerk station, a new witness box and relocate the spectator rail. Refinish courtroom balcony doors including refurbishing the existing door hardware Provide new courtroom finishes at the walls, ceiling, and floor. Provide courtroom lighting, floor boxes, wall boxes and all associated conduit. Modify the existing public restroom to create a handicap accessible men's room and women's room. Four options may be exercised to include: refurbishing of some existing courtroom woodwork, new courtroom blinds, a motorized lectern, and security work at the 2nd Floor doors. Work will be ISA for Courts at the Carl Albert Federal Building/Courthouse in McAlester, Oklahoma. Estimated cost range is $250,000 to $500,000. Solicitation No. GS-07P-99-UDC-0005, Project No. ROK98010. This solicitation is a SMALL BUSINESS SET ASIDE. The project is being procured using informal source selection procedures which will result in a Firm Fixed-Price contract to the offeror which provides the "greatest value" to the Government, with technical ability being more important than price. The evaluation factors are, in descending order, of importance: (1) experience and past experience on similar projects. This factor considers the quality of offerors past performance in carrying out work of a similar nature with references to such considerations as timeliness, technical success and completion within budget. (2) Experience and past performance of architectural woodwork subcontractor will be evaluated. This factor considers the quality of the offeror's millwork subcontractor in producing architectural woodwork institute similar projects to that specified for this solicitation. The term "similar projects" shall be defined for evaluation purposes as construction or renovation of multi-story (three stories or greater, not including basement) office buildings, court facilities or a combination thereof, which were at least 50% occupied and functioning in their intended purpose during construction and were similar in dollar range to this procurement and were completed within the past five years. Technical evaluation will be based on responses to the questionnaire which will be a part of the request for proposal. Award of this contract is contingent upon successful negotiations of a reasonable price. However, award may be made without discussions. Solicitation documents will be available for downloading from the internet on or about May 15, 1999. Proposals will be due on or about June 30, 1999. The solicitation, including drawings, and any documents related to the procurement will be available on the Internet.
