notice is issued to amend Submission No. 317932 of April 9, 1999. The
Defense Logistics Agency has a requirement for services from explosives
countermeasure experts to assist in addressing the threat of explosives
at all DLA activities. The requirement is a 100% Small Business
set-aside. This requirement includes performing threat-based
assessments of the current level of explosive countermeasures and blast
protection afforded to DLA activities, identify shortfalls, recommend
enhancements as necessary, determine requirements for mail and package
screening equipment, magnetometers, make recommendations for equipment
and/or procedures as necessary, develop and provide comprehensive
training for DLA personnel on proper techniques and procedures for
conducting bomb searches at DLA activities and bomb threat management
procedures. Contractor shall also provide general consultation to DLA
personnel on explosive countermeasure and blast mitigation issues and
shall have emergency availability forconsultation purposes in the event
of an emergency around the clock. Deliverables shall be delivered in
hard copy, diskette, or CD-ROM. Electronic versions shall be submitted
in format compatible with Microsoft Office 97. The contractor may
require access to classified national security information at the
SECRET level in the performance of this contract. Personnel must
currently possess clearance at the SECRET level at time of award to be
considered. Technical capability and past performance together are
more significant than price, therefore, best value will be used to
determine the successful offeror. SP4700-99-Q-0009 is being issued
using Simplified Acquisition Procedures. Offers are due by 2:00 P.M.
