office, ASC/YFK, is issuing a request for proposal for F-22 Low Rate
Initial Production (LRIP) aircraft and associated equipment and program
support for Lot 2. An advance buy contract is scheduled to begin 31 Dec
99, with the full requirement award scheduled for 31 Dec 00. The
required ten (10) aircraft are part of the LRIP phase of F-22
development with delivery dates beginning in February 03 and
continuing, with one aircraft delivery per month, through November 03.
The F-22 aircraft blends low observability with advanced avionics, a
highly manuverable lightweight airframe, and the ability to
supercruise. The F-22 is designed to detect, engage, and destroy an
opposing force before detection. Further, the F-22 possesses air-to-air
as well as air-to-ground capability. Lockheed Martin Corporation,
Lockheed Martin Aeronautical Systems (LMAS) division, Marietta, GA, is
currently the prime contractor for the engineering and manufacturing
development of the F-22 aircraft as well as the production of two (2)
Production Representative Test Vehicles (PRTVs) and six (6) Lot 1
aircraft. The LRIP Lot 2 effort is a cost effective and consistent
extension of the extensive definition and planning work performed by
LMAS under previous and current F-22 contracts. No other weapon system
sources have performed the extensive risk reduction tasks and air
vehicle and avionics testing to be able to provide the required
capability in a timely manner. Therefore, the LRIP Lot 2 effort will be
procured as a sole-source action in accordance with FAR 6.302-1(a)(ii).

acquisition. An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
