When a First Article Test is required, all assets shall be delivered 360 days after receipt of order. A First Article Test Report is required 228 days after award of contract. When the First Article Test is not required all assets will be delivered 240 days after receipt of order. This part requires engineering source approval by the design control activity. The approved sources retain data rights, manufacturing knowledge, or technical data that are not available to the Government. Authority and Justification is 10 U.S.C. 2304 (c)(1). This proposed contractual action is for supplies which cannot be procured through full and open competition because the authority cited states only a limited number of responsible sources and no other supplies or services will satisfy the Agency requirements, FAR 6.302-1. Firms that recognize and can produce the required item described above are encouraged to identify themselves.
