CHANGES FOR THE F-15 C/D AIRCRAFT SOL F33657-99-R-0038 POC Lt. Ray

Force is contemplating a sole source effort with the McDonnell Douglas
Corporation, a wholly owned subsidiary of the Boeing Company, to
purchase follow-on retrofit kits for the A/E24T-169 Aircraft Weapons
Control Test Set (AWCTS). These kits are required to support the
incorporation of the AIM-9X missile capabilities and the Suite 4
Operational Flight Program updates. The kits are to be designed in
accordance to/with the SOW paragraph 2.0, Contract F33657-97-C-0001,
Joint Helmet Mounted Cueing System Development/F-15 AIM-9X Integration;
and SOW paragraph 3.6.3, Contract F33657-98-R-0003, F-15 Operational
Flight Program (OFP). An RFP is anticipated to be released no earlier
than 30 May 99 with contract award planned for 30 Oct 99. The
performance period is tentatively planned to last 24 months to include
kit build-up and delivery. The statutory authority for this
contractual action is 10 U.S.C. 2304(c)(1) in accordance with FAR
6.302-1(a)(2)(ii). Efforts included in this contract are: (a) Provide
115 follow-on retrofit kits and spares as required by the government.
The kits will consist of hardware and firmware changes identified in
the AIM-9X Integration and OFP Development Programs. (b) Perform an
A/E24T-169 AWCTS AIM-9X and Suite 4 validation/verification. Direct any

(937)255-5988, ext. 2439. An Ombudsman has been appointed to hear
concerns regarding this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendation to the appropriate government personnel. Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. Interested parties are invited to call
