The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station intends to award a purchase order for 102 each Cable Cutters NSN 5110LL0001411, Part Number 5266556-001, on a sole-source basis to Hi-Shear Technology Corporation, 24225 Garnier Street, Torrance, Ca 90505. These cutters are defined by a Source Control Drawing, which prohibits substitution of any other part without complete qualification testing in accordance with the drawing. Qualification testing includes Operating and Storage temperature, Shock, Vibration, Hydrostatic, and sea-water immersion testing. It is not reasonable to expect competition to offset the cost of qualification testing for a new vendor. Delivery will be to the Receiving Officer, Coastal System Station, 6703 W. Highway 98, Panama City, Fl 32407-7001. Required delivery date will be 120 days after award of contract. A firm-fixed price supply contract is anticipated. Note 22 applies.
