Program Manager for Mines, Countermine and Demolitions proposes to
modify contract number DAAB12-97-C-6034 with LNY, Inc. of Manassas, VA
on a non-competitive basis, for the purpose of providing ten (10) sets
of RS/A3 High Frequency (HF) Radio Sets, each set consisting of three
(3) radios and thirty Grintek HW314 Crewman's Helmets for use with the
Interim Vehicle Mounted Mine Detection System (IVMMD). The IVMMD is a
modified version of the Mine Detection System (Meerkat and Husky
vehicles) manufactured by Dorbyl Ltd, of South Africa. The RS/A3 Radio
is the only radio that interfaces directly with the IVMMD. The Grintek
helmets provide ballistic and shock protection for the Meerkat and
Husky Operators, as well as integrating with the RS/A3 radio set. The
contractor must deliver the radios and helmets, within six (6) months
after award of contract modification. The statutory authority for other
than full and open competition is 10 USC 2304 (c)(1), Only One
Responsible Source and no Other Supplies or Services will Satisfy
Agency Requirements. However, all responsible sources that can provide
supporting data to demonstrate they can successfully deliver radios
and helmets which can interface with the IVMMD and provide protection
to the operators as stated above within the specified delivery time
frame would receive consideration. Offerors must possess related
technical expertise and/or experience. Responses should be no longer
than five (5) pages. The resultant contract modification will be firm
fixed price. All requests for further information must be in writing or
