Moira Eiserloh, Contract Specialist, (760) 939-4121 The Naval Air
Warfare Center Weapons Division, China Lake, California intends to
modify contract N68936-94-D-0079 for electrical supplies to extend the
current period of performance by four (4) months (May 7, 1999 through
September 6, 1999) in order to allow sufficient time to permit the
award of a competitive follow-on contract. The total estimated price
for the contract remains $2,379,510.00. The extension will permit
uninterrupted service in the electronic delivery order flow for
electrical supplies under the Small Procurement Electronic Data
Interchange (SPEDI) program. The statutory authority permitting other
than full and open competition is Title 10 U.S.C. Section 2304 (c)(1)
as implemented by the Federal Acquisition Regulation (FAR) Part
6.302-1(b)(1), only one responsible source and no other supplies will
satisfy the Agency's needs. SPEDI contracts provide desk-top ordering
of supplies using electronic data interchange to create a paperless
process. SPEDI contracts require a technical ramp-up phase (defined as
that period of time following contract award during which the
contractor prepares for contract operation, including technical
certification. This ramp-up period typically runs 60-90 days before a
contractor can start performance.) The incumbent contractor, California
Electric Supply is the only contractor currently certified and has
already completed the technical ramp-up phase. Accordingly, California
Electric Supply is the only source who can meet the Government's short
