synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) This solicitation number
N68335-99-R-0161 is issued as a request for quotation (RFQ). (iii) The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular #97-09. (iv) This
solicitation is a small business set-aside. SIC is 3823. Size standard
is 500 employees. (v) A list of contract line item number(s) and items
are: CLIN 0001: Metraplex Corporation Digital Frequency Demultiplexer
Master Subsystem, Model Number DFD-08-01, or equal, 2 each. (vi)
Salient Characteristics for an FM Data Digital Signal Processor (DSP)
1.0 General Specifications 1.1 The DSP shall be capable of digitally
demodulating all IRIG 106-93 Telemetry Standard constant bandwidth
(CBW) and proportional bandwidth (PBW) FM subcarrier multiplexed
formats in either mixed CBW/PBW or single CBW or PBW format
configuration. These FM subcarriers are supplied directly from an
L-Band telemetry receiver or 4 MHz analog magnetic tape recorder. 1.2
The DSP shall provide programmable output filtering for the demodulated
FM data. 1.3 The DSP shall provide programmable data output
conditioning of gain and offset. 1.4 The DSP shall be capable of
standalone and remote control operation via RS-232C or GPIB as a master
unit. 1.5 19 inch rack mount. 1.6 120 VAC 60 Hz nominal input power.
1.7 Weight limit of 50 lbs maximum for single person transportation.
1.8 The DSP shall have interchangeable programmable demodulators. 1.9
Minimum of 8 digital signal processing demodulators per unit,
expandable to at least 16 digital signal processing demodulators per
unit. 2.0 Input Characteristics 2.1 Up to 2 FM multiplex inputs with
flexible demodulator channel assignment. The input connectors shall be
BNC. The input bandwidth shall be high enough to accommodate 4 MHz
analog tape recorders and inputs from conventional modulators and
telemetry receivers. 2.2 Maximum input voltage shall be + 10V. 2.3
Input impedance shall be 50 Ohms. 2.4 Maximum operating multiplexed
subcarrier input voltage of 4 V peak to peak. 2.5 The analog input
shall be conditioned with a de-emphasis filter, automatic gain control,
low pass filter (anti aliasing), and an analog to digital converter
having a high sampling rate to provide the highest quality digital
signal with a high signal to noise (S/N) ratio prior to digital
demodulation. 3.0 Demodulator 3.1 Employs digital signal processing to
eliminate fixed frequency analog plug-in modules for demodulating and
filtering. 3.2 Digital demodulator center frequency accuracy of 0.1
ppm or better. 3.3 Capable of decoding IRIG Standard 106-93 subcarrier
frequency range and deviation FM multiplexed data. 3.4 Subcarrier
deviation accuracy at least 0.05% of full bandwidth. 3.5 Center
frequency accuracy of 0.1 ppm or better. 3.6 Subcarrier frequency
temperature stability of 0.001% per degrees C. 3.7 Output squelching
for low subcarrier signal levels. 4.0 Output Characteristics 4.1
Provision of PCM/clock output and analog outputs for demodulated
channels (all outputs are time correlated). 4.2 PCM output format shall
have 16 bit word size with a minimum of a 32 bit synchronization
pattern. 4.3 Programmable analog bipolar voltage output level of +5 V
maximum, -5 V minimum or unipolar voltage output of 10 V. 4.4
Programmable output for normal or inverted polarity. 4.5 Analog current
output up to 10 mA for a 1 Kohm load. 4.6 Analog output noise of 0.2%
or less of full output level. 4.7 Analog output frequency response from
0 to 100 kHz providing programmable maximally flat or minimum overshoot
response characteristics. (vii) Delivery shall be made no later than
120 days ADC. The contractor shall provide on an FOB destination basis.
Inspection and acceptance shall be made at destination. Deliver to:
Receiving Officer, Bldg. 271, NAWCAD, Lakehurst, NJ 08733-5079. Mark
For: Bldg. 386 Attn: Mr. Patrick Mundy. Deliveries will not be accepted
at NAWCADLKE on Fridays. If the delivery date scheduled in the contract
falls on a Friday, delivery will be acceptable on the next business
day. (viii) FAR 52.212-1 Instructions to Offerors -- Commercial,
applies to this acquisition and is incorporated by reference. (ix) This
order will be awarded on a Lowest-Cost, Technically-Acceptable basis.
(x) Offerors shall include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items, applies to this acquisition and is incorporated by
reference. (xii) FAR 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items, applies
to this acquisition and is incorporated by reference. The following
FAR clauses cited in paragraph (b) of FAR 52.212-5 are also applicable
to this acquisition: 52.222-26, Equal Opportunity, 52.222-35,

Affirmative Action for Workers with Disabilities, 52.222-37, Employment
Reports on Disabled Veterans and Veterans of the Vietnam Era, and
52.225-18, European Union Sanction for End Products. (xiii) Additional
requirements: DFARS 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items, applies to this acquisition
and is incorporated by reference. The following DFARS clauses cited in
paragraph (b) of DFARS 252.212-7001 are also applicable to this
acquisition: 252.225-7001, Buy American Act and Balance of Payments
Program, 252.225-7002, Qualifying Country Sources as Subcontractors.
DFARS clause 252.204-7004, Required Central Contractor Registration,
applies to this acquisition and is incorporated by reference. Lack of
registration in the CCR database may make an offeror ineligible for
award. Warranty: The contractor shall extend to the Government full
coverage of any standard commercial warranty normally offered in a
similar commercial sale, provided such warranties are available at no
additional cost to the Government. Acceptance of the standard
commercial warranty does not wave the Government's rights under the
"Inspection" clause nor does it limit the Government's rights with
regard to the other terms and conditions of this contract. In the event
of a conflict, the terms and conditions of the contract shall take
precedence over the standard commercial warranty. The standard
commercial warranty period shall begin upon final acceptance of the
applicable material and/or services listed in the schedule. (xiv) DPAS
rating: N/A. (xv) CBD numbered notes: 1 (xvi) Two (2) technical and
(1) cost proposal are due by 1500, EST, 6 May 1999 and shall be mailed
