Contracting Officer 407/380-4099 The U.S. Army Simulation, Training,
and Instrumentation Command (STRICOM) has a requirement to complete the
development of two prototypes for the Combat Synthetic Training
Assessment Range (CSTAR) Program, to include contractor testing,
software development and integration, functional testing, operational
assessment, operator and maintainer training, interim contractor
logistics support, and initial spares, together with the production of
one CSTAR, using a classified mode. The requirement will be completed
utilizing a firm-fixed price together with time and material type
contract. This requirement is to be completed utilizing the CSTAR
development contractor, Motorola Corporation, 12424 Research Parkway,
Suite 390, Orlando, FL 32826. Technical documentation does not exist to
competitively complete this requirement. The prototype system is under
development and completion of this effort is required fourth quarter
1999. As the designer, developer and current manufacturer of the CSTAR
prototype system, Motorola Corporation is the only source that
possesses the necessary data and current design to complete the
prototype effort and deliver the one production unit by the required
delivery date of March 2000. Motorola Corporation's expertise and
on-going effort in the Joint STARS Common Ground Station, and ModIOS
Exercise Management Tools is necessary to complete the effort within
the requisite time period. Justification and Authority is Federal
Acquisition Regulation (FAR)6.302-1, only one responsible source. This
