75 -- MATERIALS, SERVICES, LABOR, AND ELECTRICAL POWER FOR A ONE DAY ACQUISITION AND LOGISTICS REFORM EVENT. SOL MDA94699Q1276 DUE 052599 POC Diane Bethea, contract specialist 695-4905 or Donna Truesdel, contracting officer, 703-695-5184 BLOCK 17: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and written solicitation will not be issued. (ii) This solicitation MDA94699Q1276 is issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular Vol. 60, No. 180 dated 09/18/97. (iv) The applicable Standard Industrial Code (SIC) 4899, the corresponding size standard is $11M. This procurement is not covered by the Small Business Competitiveness Demonstrative Program. (v) CLINS & DESCRIPTION: STATEMENT OF REQUIREMENT: A. PURPOSE AND OBJECTIVES OF THE ACQUISITION Overall program objectives. To provide materials, services, labor, and electrical power for a one day Acquisition and Logistics Reform event. The one day event will be held on Tuesday, June 8, 1999, outside in the Pentagon Courtyard. Presentations and displays will be ongoing beginning at 8:00am and end at 4:00pm. Specific objective requirements. Tent coverage, available seating, and sufficient electrical power are required to accommodate all presentations and booth displays. Information regarding the name of the driver(s), vehicle tag number, make and model will be requested to be provided (1) no later than May 25, 1999, to a designated the point of contact. Access is through the Pentagon corridor 1&2 tunnel off of south parking. Vehicle height cannot exceed 10'2". (The Dockmasters/DPS office will determine based on the requirement needs and security related issues what equipment will have access through corridors 1&2 and the South Loading Dock .) Trucks higher than 10'2" must use the south loading dock and offload material for movement into the courtyard. All trucks will be removed as quickly as possible from the courtyard upon removal of material. All commercial vehicles (contract vendors) destined for the Pentagon must go to the Temporary Remote Delivery Center (TRDC) located at 1440 South Eads Street Arlington, VA. (2) Vehicle inspections will be completed by the Defense Protective Service at the TRDC. Requirement changes in the number of tents, tables and seating may occur 1 week prior to the event due to changes in the total exhibitions, displays and presentations. B. SUPPLIER REQUIREMENTS SERVICES, NON-PERSONAL. The contractor shall provide all labor, materials, electrical power, and transportation necessary for setup and operation of the equipment provided for the Acquisition and Logistics Reform Day event on June 8, 1999. The set-up of equipment is required on June 6, 1999, with tear-down no later than June 9, 1999. Arrival of trucks and setup of the equipment can commence as earlier as 8:00am on June 6, 1999. Tear down may commence on June 8, following completion of the event at 5:00pm (or at the direction of the Point of Contact) and must be completed by 9:00 pm, June 9, 1999. (Use of support stakes/spikes will not be allowed. Weighted supports only.) Contractor will be responsible for offloading, movement, and setup of all equipment. C. GOVERNMENT RESPONSIBILITIES The Government will provide in a timely manner but not later than May 24, 1999 a map detailing the setup of tents and display booths. Acquisition & Logistics Reform Day Equipment/Service Required: CLIN 0001, 6 each Briefing Tents to include the following for each: white sidewalls, 6' rectangular table -- draped & skirted with white linen, 75 folding chairs, Raised Platforms, Executive Floor podium with microphone, Wireless lavalier microphone, Appropriate Sound system, Tent Lighting, Power cords, 20 x 30 frame canopy, 2 Water Pitcher & 20 glasses, All tents must have drop-down weather curtains, Hardwood flooring and walkways for 3 presentation tents (setup on the grass). CLIN 0002, 1 each Main Tent (set up in a "T" shape with 30x40 at the top and 20x30 with side walls perpendicular to it) to include the following: 2 Long Tables (6'), Black stage skirt(s) for backdrop, 300 folding chairs, Sound system: 4 -- JBL 4732A full range speakers, 1 -- Soundcraft SR200 8x4x2 mixing console, Rane ME60 1/3 octave graphic equalizer, 1 -- QSC MX 2000 power amplifier, 1 -- 24 Channel active press, 4 -- Shure SM 58 vocal microphones on table stands, 2 -- Audio Technica AT857QML podium microphones on stands, Back fill speakers at the back of the main tent, All necessary cabling and gaffing, Podium with microphone, Wireless lavalier microphone, 24 Chrome stanchions and 11 (8') red rope, 30'x40' frame canopy, Sidewalls, Tent guttering, 2 Water Pitcher & 10 glasses, CLIN 0003, 39 each Display/Exhibit Booths (10'x10' each with wall on rear, open in front (with drop-down weather curtains) and on ends to be put in 3 rows of 13) to include the following: 39 (8') rectangular tables (draped & skirted with white linen), 78 chairs (2 per exhibit -- 10'x10' Booth), Lighting in each Booth area, Cathedral sidewalls & Canopies for display booths (10'x10' with 8' height ceiling and window walls on back side), Electrical Power outlets for each booth. ADDITIONAL REQUIREMENTS CLIN 0004, 1 (16"x16") Tent for Band, 3 Small Tents (10'x10' Marquis) for Cameras to include Hardwood Flooring, 7 Pointers for briefings, 7 Portable computers with projection capability for Power Point presentations, 7 Flip Charts on Easels (1 for each tent and should include 2 black markers per easel), 7 Projection Screens (70"x70"), 7 Overhead Projectors, Lighting for all presentation tents and booth displays, Fire extenguishers (1 per tent and 1 per generator), Fire safety exits for all tents, Cable/wire ramp covers, Handicapped ramps for entrances into tents located on grass, Generators to provide electrical power to all tents and booth displays, Canopy covered walkway (100'), On-site technician (vi) N/A (vii) The items are to be delivered to Pentagon Building, Arlington, VA, see section V (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors -- Commercial. The Government intends to review quotes and award a contract without discussions. However, the Government reserves the right to conduct discussions/clarifications if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such actions is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in offers received. The Government will award an order resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government.
