DESCRIPTION: This is a combined synopsis/solicitation for commercial
items, prepared in accordance with the format in Federal Acquisition
Regulation (FAR) subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This solicitation is issued as a
request for quotations (RFQ). This procurement is restricted to Small
Business only. This solicitation document, incorporated provisions and
clauses are those in accordance with Federal Acquisition Circular
97-11 and Standard Industrial Classification code 1721. Furnish the
following as identified: Item 0001, Request DTM (Direct To Metal)
painting of one C-130B training aircraft (stationary). The following
procedures should be accomplished on the aircraft in order to maintain
its integrity: Paint landing gear struts "white" (do not paint
placards); paint all wheel wells "silver" [cover all
hoses/cables/tubing/ducts and components (no paint)]; inner gear door
panels same color as wheel well "silver" [cover the pilot
tubes/windshields/side windows (no paint)]; restencile all aircraft
markings according to Technical Order 1-1-4; paint inside flap wells
"gray #36173"; paint inside air deflector door "gray #36173"; paint
torque struts "silver" (do not paint ball screw); paint anti-icing
spinner "black"; paint propeller tips with 4 inch wide lines "black";
and paint aircraft exterior "gray #36173"; Require aircraft exterior
strip/sand to metal. Do not paint aircraft grounds, inside engine
section, antennas, light lenses, and tire/wheels. Item 0002, Request
DTM (Direct To Metal) painting of one F-5F training aircraft
(stationary). The following procedures should be accomplished on the
aircraft in order to maintain its integrity: paint landing gear struts
"white" (do not paint placards); paint all wheel wells "white"; paint
speed brake wells "white" [do not paint the following: speed brake
actuator pistons, landing gear strut actuator piston, landing gear door
actuator pistons, main landing gear door up-lock rollers, brake hoses,
and gear hoses (no paint)]; restencile all aircraft markings according
to Technical Order 1-1-4; Canopy, light assembly, pitot tube, static
areas, angle of attack vane, antennas, and tires/wheels; paint intake
lip "gray #36173" (do not paint intake); paint aircraft exterior "gray
#36173" (do not paint exhaust shroud, hydraulic reservoir sight gauge,
outer edge of missile rails, and flap arm seals); paint fwd.
"Anti-Glare" on fuselage, to include radom "flatback"; paint fuel caps
(red); Require aircraft exterior strip/sand to metal. The Technical
Order 1-1-4 mentioned above can be reviewed during a scheduled site
visit at the delivery address or may be reviewed at the following
address: 37 CONS/LGCBD, 1655 Selfridge Ave Bldg. 5450, Lackland AFB, TX
78236-5253. Contact above POC in advance to schedule Technical Order
review. Deliver 45 days after receipt of order. FOB: Destination for
delivery is: 318 TRS/TMAA, Hangar 1426, Kelly AFB (main), TX 78241. The
following FAR provisions apply to this acquisition. FAR 52.212-1,
Instructions to Offers -- Commercial Items applies to this acquisition.
FAR 52.212-2, Evaluation -- Commercial Items applies to this
acquisition. Award will be based on evaluation of: (a) past
performance, (b) lowest price, and (c) responsible offer. Quotes must
be sent in writing (oral offers will not be considered), to the POC
indicated above. Offerors must include with their offer a completed
copy of the provisions at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, and applies to this solicitation. FAR
52.212-4, Contract Terms and Conditions-Commercial Items applies to
this solicitation. FAR 52.212-5, Contract Terms and Conditions Required
to Implement Statues or Executive Orders -- Commercial Items applies to
this solicitation. Specifically the following FAR clauses are

252.204-7004, Required Central Contractor Registration (CCR); DFARS
252.232-7009, Payment by Automatic Funds Transfer (CCR). CCR can be
obtained by calling 1-800-334-3414 or via Internet at
"ccr.edi.disa.mil". The CCR number must be obtained before award can be
made. Quotes must be submitted in writing (oral offers will not be
considered), to the POC indicated above. All questions relevant to
solicitation must be submitted in writing to Senior Airman Mark
Gossiaux, FAX (210) 671-5064 and/or e-mail
(mark.gossiaux@lackland.af.mil). Quotes must be submitted not later
than 2:00PM (CST), 19 Apr 99 and acceptance must be good for 30 days.
All responsible small business sources may submit an offer, which, if
