Government intends to issue a sole source contract to Global
Atmospherics Inc., Tucson, Arizona to upgrade the Lightning Location &
Protection System (LLPS) for the Western Range, Vandenberg AFB, CA.
The LLPS consists of four Advanced Lightning Direction Finders (ALDFs)
and an Advance Position Analyzer (APA) which locates cloud to ground
lightning using magnetic and time of arrival direction finding. The
following equipment is required for the LLPS Network Upgrade: 1)
Upgrade four ALDF Sensors to the Improved Accuracy from Combined
Technology-Enhanced Sensitivity (IMPACT-ES) Sensors with the latest
hardware and software. The IMPACT-ES family of lightning sensors detect
the presence of cloud-to-ground lightning events by employing both
electric and magnetic field sensing. This uniquely combined technology
in the same sensor provides extremely high levels of detection and
location of lightning strikes. IMPACT-ES sensors are self-calibrating
and report status to a central analyzer. Features include: Only two
sensors are required to provide highly accurate cloud to ground
discharge locations; event locations based on redundant information
(time and angle); precise peak current estimation; and GPS time and
location synchronization. 2) Upgrade the Advanced Position Analyzer
(APA) Model LP2000 to LP2010. The LP2010 performs as the central
analyzer for data collected by wide area sensors. Features include:
supportability of small and large networks (4-256 sensors);
interoperability with industry-standard Sun Microsystems Workstations;
and advanced management of real time and archived data distribution to
multiple users. The contract will include a priced option for spares,
which consists of a Primary Line Replaceable Unit (PLRU) for the
IMPACT-ES and an Interface Line Replaceable Unit (ILRU) for the
IMPACT-ES. The design of this system is proprietary to Global
Atmospherics Inc. The Government knows of no other system on the market
that will independently provide lightning data that is physically,
electrically, and functionally compatible to the existing Western Range
