Highway Administration (FHWA) plans to issue a full and open
competitive solicitation. This solicitation, all related documents and
amendments, if any, will only be released and available electronically
through the Electronic Posting System (EPS) at http://www.eps.gov under
the "EPS for Vendors" option followed by selection of the "DOT" Center.
As such, no written, telephonic, facsimile or email requests for the
solicitation package will be accepted. Interested parties can register
at the aforementioned site to receive procurement announcements by
email. Since this solicitation will only be available electronically,
it is the responsibility of interested parties to monitor the EPS
website for any solicitation amendments. All responsible sources may
submit a proposal which shall be considered by FHWA. The standard
industrial classification (SIC)code for this acquisition is 8732. SCOPE
OF WORK -- The primary purpose of this study is to develop and produce
a preliminary Driver Centered Highway Safety Handbook that allows
traffic engineers and highway safety practitioners to incorporate human
needs and capabilities into highway design and systems operations. The
study will also identify research needed to complete the development
of the final Driver Centered Highway Safety Handbook. Information
gathered in the course of the development of the Handbook will
supplement standard highway design and operations manuals such as the
American Association of State Highway And Transportation Officials
(AASHTO) Green Book and the Manual on Uniform Traffic Control Devices
(MUTCD). The information gathered will also supplement driver
performance components of traffic simulation models and identify
