SCOPE OF WORK -- The primary purpose of this study is to develop and produce a preliminary Driver Centered Highway Safety Handbook that allows traffic engineers and highway safety practitioners to incorporate human needs and capabilities into highway design and systems operations. The study will also identify research needed to complete the development of the final Driver Centered Highway Safety Handbook. Information gathered in the course of the development of the Handbook will supplement standard highway design and operations manuals such as the American Association of State Highway And Transportation Officials (AASHTO) Green Book and the Manual on Uniform Traffic Control Devices (MUTCD). The information gathered will also supplement driver performance components of traffic simulation models and identify research needs to complete the Handbook development.
