(APU)/F41608-97-C-0180 Sunstrand Corp (APU)/F41608-95-C-0115 Teledyne Corp (J69)/F41608-98-C-0551 Rolls Royce North America (T56)/F34601-97-C-0329 Williams Corp (F107/F112) POC Contracting Officers, Trini Rendon, SA-ALC (For T56 and J69 Engines at (210) 925-4607/ Francis McGinty at (210) 925-8845 (for APU's/Joanne Davis, OC-ALC (For F107 and F112 Engines) at (405) 739-4128 The United States Air Force is seeking sources for the Component Improvement Program (CIP) for aircraft engines and Auxiliary Power Units and Engine Start Systems developed and manufactured by Teledyne, Williams Intl, Sundstrand, Allied Signal, and Rolls Royce/Allison. This includes CIP for J69, F107/F112, and T56 engines, and Auxiliary Power Units (APUs)/ Start systems. These engines/units have the following applications: The J69 engine powers the T-37 aircraft, the F107/F112 engines power the Air Launched Cruise Missile (ALCM)/Advanced Cruise Missile (ACM), the APUs/Start system support all aircraft, and the T56 engine powers the C-130. The Air Force (SA-ALC and OC/ALC) is contemplating CIP contracts for J69 (Teledyne), F107, F112 (Williams), T56 (Rolls Royce North America), and APU/ESS's (Allied Signal and Sustrand). New CIP contracts are anticipated for follow-on actions for continued component improvement. These contracts will cover CIP efforts through 2014. Teledyne is the incumbent contractor onthe J69 program and has performed J69 CIP since program inception. Rolls Royce North America is the incumbent contractor on the T56 program and has performed T56 CIP since program inception. Allied Signal is the incumbent contractor on the APU program for the C-130, C-5, E-3A, B1B, B-2, F-15, and A-10 aircraft and has performed APU CIP since program inception. Sunstrand Corp. is the incumbent contractor on the APU program for the KC-135 and F-16 aircraft and has performed APU CIP since program inception. Williams International is the incumbent contractor on the F107 and F112 program and has performed F107/F112 CIP since program inception. Current contract authority expires as follows: J69 expires Dec 1999, T56 expires Dec 2002, APUs expires Dec 2001, and F107/ F112 expires Dec 1999. Program objectives are to resolve service-related operational problems and reduce operating costs for the engines. These programs are divided into tasks that improve engine safety, durability reliability, and maintainability while preserving current specification performance. Potential sources require the capability to provide constant engineering, development, and sustainment support in order to identify any deficiencies and to provide engineering changes compatible with the existing engine family as listed above. These programs also require extensive experience with the design and manufacture of these engines plus existing technology to complete CIP task. The CIP contains many uncertainties and the effort required is not always known. The engines operate in an environment with extremely high pressures, stresses, strains and temperatures resulting in extensive thermal and dynamic forces. Unforeseen problems develop because of that environment. To maintain the performance of the aircraft, a great deal of expertise and flexibility is needed to solve these difficult and unpredictable problems. An Ombudsman at each ALC has been established for these acquisitions. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concerns. Potential sources should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
