Center, National Oceanic and Atmospheric Administration, Seattle, WA,
is seeking a professional Architect/Engineer firm, licensed to practice
in the state of Hawaii, to provide all A/E and other related services
for final design and development of plans and specifications for
construction of a mixed occupancy laboratory and office building to be
located in Honolulu, Hawaii. The A/E services include but are not
limited to: architectural, site planning, civil, structural,
mechanical, electrical, fire protection engineering, interior and
laboratory design, and telecommunications/informations systems services
associated with the building design, site development, and utility
layout, as well as development of construction documents. Estimated
construction cost is over $10,000,000, and the estimated period of
performance is approximately 300 calendar days after contract award.
SELECTION CRITERIA (in rough order of importance, with the first listed
criteria being more important than the last): (1)location of the firm,
or an office of the firm, in Hawaii, and knowledge of considerations
relative to building construction in tropical
environments,(2)specialized experience in the design of laboratories or
scientific research facilities, (3)capacity of the firm to accomplish
the work within the required time frame; performance history and
current workload will be considered, (4)professional qualifications of
the staff to be assigned to the project, with emphasis on key
personnel, including consultants and subcontractor personnel,
(5)demonstrated knowledge of federal sustainable design and energy
conservation programs and proven success in achieving energy efficiency
in facility design (i.e., prescribing the use of recovered materials,
and waste reduction)and(6)recent past performance on previous
government projects, similar to that described herein, in terms of cost
control and quality control measures. Interested firms having the
capabilities to perform this work must submit six(6) copies of their
Standard Form 254, "U.S. Government Architect-Engineer
Questionnaire,"and (6) copies of their Standard Form 255,
"Architect-Engineer and Related Services Questionnaire," to be received
at the below address no later than 4:30 p.m. on 20 May 1999. Submittals
received after this date will not be considered. Total submission
should be limited to 30 pages;if more than 30 pages are submitted, only
the first 30 will be evaluated. These forms must be submitted to Don
