The construction project includes installation of cast in place pipe and repair and replacement of manholes, castings, and lids to fix the infiltration and inflow problem with the sanitary sewer at Grand Forks AFB. Estimated construction cost is between $1,000,000 and $5,000,000 for the basic year and $500,000 and $1,000,000 for the Option Year. Estimated construction time is 180 calendar days for the Basic Year and 60 calendar days for the Option Year. Anticipated award time: To be awarded as early as July 99. Evaluation criteria, order of importance: 1. First and foremost importance would be experience with designing and performing construction management of "Cured In Place Pipe" lining projects for municipal sanitary sewer lines. 2. Experience with sewer videotaping. 3. Firms with strong Civil Engineering and civil technician/inspection background. Firms desiring consideration shall submit both SF 254 and SF 255. SF 254 and SF 255 are also required for consultants or joint firms. No solicitation package will be issued. Qualified and interested firms should respond directly to this notice. The purpose of this action is to pre-select the most qualified firms to provide inspection services for the identified project. Selection procedures as outlined in FAR Part 36 as supplemented by DOD and the Air Force will be followed. Once the actual solicitation for the sewer repair project is issued, a solicitation for inspection services will be issued to the most qualified firm.
