contract resulting from this solicitation will use Non-Appropriated
Funds (NAF) in support of the U.S. Army Community and Family Support
Center (CFSC) and will not be funded by appropriated funds of the
United States. Proposals are requested for an Indefinite-Delivery
Indefinite- Quantity (IDIQ) type contract for Architect -Engineer (A-E)
multidiscipline services for NAF major construction design projects at
various military installations throughout the United States. Services
will be required for architectural, landscaping, civil, mechanical,
electrical, structural, geotechnical, and environmental engineering and
surveying. Some asbestos and lead-based paint, and other hazardous
substance abatement work may be required; as well as construction
support. A-E services will include preparing Request for Proposals
(RFP), plans, specifications, design analyses, and cost estimates.
Typical projects may include the maintenance, repair, alteration and/or
new construction of Guest Houses, Golf Courses, NCO/Enlisted and
Officer's Clubs, Youth Services Centers, Outdoor Recreation Centers,
Child Development Centers, Bowling Centers, Auto Craft Centers,
Swimming Pools, and other similar facilities. The contemplated contract
will result in a fixed-price contract. The contract will consist of a
base period and four (4) option periods, which shall not exceed one
year each, for a total of five years for the entire contract. Task
Orders will range from $2,500 to $250,000. The contract shall not
exceed $1,000,000 for each period or a cumulative total of $5,000,000
for the entire contract. The Government may exercise an option before
expiration of the base contract period (or option period) if the
contract amount for the base period (or option period) has been
exhausted or nearly exhausted. Significant evaluation criteria in
descending order of importance are: (1) Specialized experience and
technical competence of the firm in types of work required, (2)
Professional qualifications of firm's staff and consultants to be
assigned to this contract, which are necessary for satisfactory
performance of required services, (3) Past performance on NAF/CSFC,
DoD, government and industry contracts with respect to cost control,
quality of work, and compliance with performance schedules, and (4)
Capacity of the team to accomplish multiple concurrent Task Orders
throughout the United States in the required time. Qualified firms
desiring qualification consideration shall submit one copy of SF25,
including organizational chart of key personnel to be assigned to this
contract, current SF254, and consultant's current SF254's. Proposals
are due at 3:00 p.m. Pacific Time, May 11, 1999. The SIC is 8712.
