NASA/ARC plans to issue a Request for Quotation (RFQ) to become a sponsoring affiliate with the Software Engineering Research Center (SERC), a National Science Foundation Industry-University Cooperative Research Center. This membership is for one (1) year. Estimated membership period is May 1, 1999 through April 30, 2000. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) using FAR Part 13. NASA/ARC intends to procure the membership from West Virginia University Research Corporation, under the authority of FAR 13.106-1(b)(1). This membership will provide NASA with participation in a unique forum involving government, academia, and industry for cooperative research in software engineering processes, improvements, metrics, tools for measurement of software design, software evolution, software maintenance, software reuse, and other related software and systems engineering disciplines. The Government intends to acquire a commercial item using FAR Part 12. Interested firmsmust submit, in writing, their qualifications/capabilities to the identified point of contact by the response due date of April 27, 1999. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the response due date or without the required information will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
