States Agency for International Development (USAID) Mission to El
Salvador is seeking proposals from qualified companies interested in
providing technical assistance to the Ministry of Public Health in the
design and implementation of a comprehensive Health Information System
which fully responds to the Ministry of Health needs for timely,
reliable health data for managerial, policy planning and reporting
purposes. In addition, the Contractor will design a companion National
Health Information System that will meet the country's needs for
accurate comprehensive information on health statistics and outcomes
from all sources, not only the Ministry of Health. USAID encourages the
participation of small business, small disadvantaged business, and
women owned small business in this activity to the maximum extent
possible, as prime contractor or subcontractor in accordance with Part
19 of the Federal Acquisition Regulation. Inthis respect, it is
anticipated that the prime contractor will make every reasonable effort
to identify and make maximum practicable use of such concerns may
become a determining factor for selection. To help identify potential
subcontractors, a list of all organizations requesting a copy of the
solicitation will be published with the solicitation document.
Organizations are encouraged to indicate whether they are small or
small disadvantaged entities when requesting the solicitation and may
indicate that they do not wish to be included on the list, USAID does
not endorse the listed organizations of being capable of carrying out
the activity, nor does USAID verify the claimed status of the
organizations. Necessarily the list will contain the names of only
those known prior to issuance of the solicitation document. Proposals
shall include small business plans reflecting, to the maximum extent
possible, subcontracting with the above-defined entities. RFP El Sal
99-010 will be available on or after May 7, 1999.Interested
organizations may receive a copy by written request only; i.e., fax
(503)298-2155 or letter to the Contracting Officer, USAID/ES/OCG,
AMEMBASSY-USAID, Unit 3110, APO AA 34023. Although it will not take the
place of the hard copy distribution, the preferred method of
distributing USAID procurement information is via the Internet or by
written request of the solicitation on a 3.5" floppy disk (Microsoft
Word 97). The CBD notice can be downloaded using the Agency Web site.
