D -- PRODUCTION INFORMATION AND CONTROL SYSTEM (PICS) FOR NLS/BPH SOL S-LC99034 DUE 060799 POC Katherine M. Phillips, Contracting Officer, (202) 707-0400 The National Library Service for the Blind and Physically Handicapped (NLS/BPH) in the Library of Congress has a requirement for systems analysis and programming support in order to continue, modify and extend the operation of its Production Information and Control System (PICS). PICS operates in a client-server environment at NLS on a local server with local clients. An ALTOS 15000 is the server for PICS production. Running in a UNIX SVR4 compatible environment (namely SCO 3.2.4), PICS uses the Informix Online RDBMS 7.1 on the back end, with the front end of the application (about 100 screens and 50 reports) written entirely in PowerBuilder 5.0, shortly to be upgraded to PowerBuilder 6.5. The application software consists of the client software (windows, datawindows, menus, structures, and user objects), server programs -- primarily written in ESQL/C, shell scripts, SQL script files and database stored procedures and triggers. Additionally, there are also a few ad hoc reports written using Crystal Reports version 7.0. The PICS database consists of about 70 tables. The total data size, unloaded in a flat format, is approximately 75 MB, not including the space required for indexes, logs, temporary areas, etc. Annual growth of the application database is projected to be slow but steady. There is a web-based subsystem to support the PICS copy allotment function. It is currently hosted on an sp class AIX machine running AIX version 4.3. The application uses the Oracle Database version 7.3 and Oracle Web Server version 3.0. The application is largely built using Oracle stored procedures written in PL/SQL. There are about 25 such stored procedures which vary in size and complexity -- ranging from about 50 lines to over 1000 lines. There are also a few static HTML pages that the system uses. The database has about 10 tables, and the data for this system is imported from and exported to the PICS system. The PICS contractor is required to be the leader in all technical aspects of PICS, hardware and software. The contractor shall be responsible for maintaining the efficient and effective operational status of PICS and for development and maintenance of both the hardware/software platform and the PICS application. The contractor is required to notify NLS/BPH of all problems and issues arising in the PICS operational environment and to identify options for the solutions to the problems in enough detail for NLS/BPH to choose from among the options without further investigation.
