all labor, equipment, materials and supervision necessary to conduct
assessment needs, hauling, installing, operating, fueling, maintaining,
servicing, relocating, recovering and long-term storage preparation of
Government-furnished equipment (engine-generator sets) and associated
fuel systems. Generators range in size from 10kW up to 1MW. This
procurement will be in support of emergency operations and it is
anticipated that eleven (11) contracts will be awarded in support of
the following U.S. Army Corps of Engineers Divisioins and their
supported geographic areas: Pacific Ocean Division: 2 each (HI, AK),
Southwest Division: 1 each (AR/TX/OK), Mississippi Valley Division: 1
each (MS/LA/TN), South Atlantic Division: 5 each (NC&SC, AL&GA, FL,
U.S. Virgin Islands, and Puerto Rico), and North Atlantic Division: 2
each (NJ/NY/CT/RI/MA/VT/NH/ME/PA and DE/MD/DC/VA). One solicitation
with multiple schedules for separate geographic areas will be issued.
Offerors are encouraged to submit proposals for all areas, but this is
not mandatory. Each schedule will be evaluated separately. The work
shall be performed by a contractor who has experience in the
installation of emergency power systems. Each contract will be
established as a combined Requirements and Indefinite
Delivery/Indefinite Quantity (IDIQ) contract. The base contract period
will be for one year, with the requirements portion set at
$100,000.00, with an option of increasing the capacity an additional
$1,000,000.00, using IDIQ procedures. Two option periods will be
included: each for a period of one year, with the requirements portion
set at $100,000.00, with an option of increasing the capacity an
additional $1,000,000.00, using IDIQ procedures. The total duration of
the contract, including any options, shall not exceed three (3) years.
Savannah District, part of the South Atlantic Division, will issue
solicitation. Each Division, or its designated District within the
Division, will conduct proposal evaluation and award contract(s). All
interested firms are reminded that the successful firm will be expected
to place subcontracts to the maximum practicable extent with small and
small disadvantaged firms in accordance with the provisions of Public
Law 95-507 and, in accordance with the Robert T. Stafford Disaster
Relief and Emergency Assistance Act, will be required to give
preference to firms and individuals doing business primarily in
specific geographic location. This is an unrestricted acquisition and
all responsible sources are encouraged to participate. If a large
business firm is selected, an acceptable small business subcontracting
plan will be required prior to award. Magnitude of this service is in
excess of $10,000,000.00. Contractors must be registered in the
Central Contractor Registration in order to be eligible to receive an
