intends to acquire through other than full and open competition
procedures, services in support of the BREAST CARE CENTER at the
National Naval Medical Center, Bethesda, MD. This acquisition will be
accomplished through a 1 1/2 month extension of contract
N00140-98-C-N341 with GEO Centers, 7 Wells Ave., Newton Centre, MA
02159. The goal of this research program is to define improved methods
of detection of high-risk patients and, through long-term follow-up of
patients, to determine the effectiveness of various treatment
procedures. The statutory authority permitting other than full and open
competition is 10 U.S.C. 2304 (c)(1), "Only One Responsible Source and
No Other Supplies of Services Will Satisfy Agency req uirements," as
implemented by FAR 6.302-1. This 1 1/2 month extension of the contract
is necessary in order to make changes in processes and updates in the
patient's critical pathway. GEO centers is the only source that can
provide the required services asthey are currently developing the
database which designs the protocols for education, counseling, and
care of Breast Care patients. No other source can train to the
database, collect and understand critical data which providing patient
