Language Line Services for the acquisition of Over-the-Phone
Interpreter (OPI) services for non-English speaking taxpayers. This
service will allow non-English speaking taxpayers to communicate with
IRS Customer Service Representatives who work in Walk-in offices. The
OPI service shall also provide non-Spanish speaking managers with
interpretation when they monitor bilingual employees on tax payer
assistance calls and provide a tool in which Customer Service can
accrue data for evaluation. IRS Walk-in sites in Seattle WA, Chicago
IL, and New York NY will host the service. The service will be
operational within 24 hours of award; be available 24 hours a day,
seven days a week, excluding government holidays; and provide 125 to
140 languages. Vendors who can provide the required services at prices,
terms and conditions equal to or better than those which can be
provided by AT&T should submit clear and convincing data in writing
substantiating an ability to furnish the entire requirement. Responses
to this notice must be received by this office within 5 days of the
date of publication of this synopsis. Any responses should be sent to:

be accepted by facsimile at (202)283-0610. Facsimile responses must
contain signatures, arrive at the place and by the time specified in
this synopsis and may not exceed 10 pages. The Government will not be
responsible for any failure attributable to the transmission or receipt
of any facsimile information. If a response is received that meets the
Government's requirements and analysis of both technical and pricing
documentation indicate that a competitive acquisition would be more
advantageous to the Government, a formal solicitation may be issued. No
solicitation document exists for this requirement. Requests for same
will be considered non-responsive. If no compelling responses are
received, award will be made to AT&T by April 30, 1999. Posted 04/15/99
