Brown (202)283-1455 Notice of intent to award a purchase order to AT&T Language Line Services for the acquisition of Over-the-Phone Interpreter (OPI) services for non-English speaking taxpayers. This service will allow non-English speaking taxpayers to communicate with IRS Customer Service Representatives who work in Walk-in offices. The OPI service shall also provide non-Spanish speaking managers with interpretation when they monitor bilingual employees on tax payer assistance calls and provide a tool in which Customer Service can accrue data for evaluation. IRS Walk-in sites in Seattle WA, Chicago IL, and New York NY will host the service. The service will be operational within 24 hours of award; be available 24 hours a day, seven days a week, excluding government holidays; and provide 125 to 140 languages. Vendors who can provide the required services at prices, terms and conditions equal to or better than those which can be provided by AT&T should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement. Responses to this notice must be received by this office within 5 days of the date of publication of this synopsis. If a response is received that meets the Government's requirements and analysis of both technical and pricing documentation indicate that a competitive acquisition would be more advantageous to the Government, a formal solicitation may be issued.
