The National Institute on Alcohol Abuse and Alcoholism intends to negotiate a three year contract with the National Organization on Fetal Alcohol Syndrome (NOFAS) for a project entitled "NIAAA Public Education Campaign on Fetal Alcohol Syndrome (FAS) for African- American Women in Washington, D.C." The purpose of the proposed contract is to conduct a public education campaign on FAS for African-American women in Washington, D.C., with the goal of increasing awareness about FAS and other alcohol-related birth defects and offering sources for additional information and support. The number of FTEs estimated for this effort is .70 per year. Authority for sole source procurement: 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1. NOFAS is the only responsible source possessing the unique skills and experiences necessary to complete this study in the identified area. NOFAS has a demonstrated ability to develop and implement an FAS public education campaign in the local Washington, D.C., African-American community. Their expertise in FAS is vital to the successful completion of this project. Any inquiries must be made in writing; telephone inquiries are unacceptable.
