JPL TECHNOLOGY ANNOUNCEMENT The Jet Propulsion Laboratory/California Institute of Technology (Caltech/JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), is soliciting members from industry, academia and government for its New Millennium Program (NMP) Earth Observing 3 Project Formulation Teams. The NMP will seek proposals for advanced technologies that will enable a technology validation flight that will focus on future needs of NASA's Office of Earth Science (OES) specifically concerned with science exploration oriented toward exploiting the unique observational advantages of geosynchronous orbits. The four candidate concepts that were competitively selected via a NASA Research Announcement are: (1) Active large aperture optical systems to provide high resolution thermal imaging from geosynchronous orbit; (2) Geostationary synthetic aperture microwave sounder; (3) Geostationary imaging Fourier transform spectrometer; and (4) Geostationary tropospheric trace gas imager. The target launch opportunity is Fiscal Year 2003. The nature of the technologies desired will be identified by general classes in the announcement. Successful proposers placed on one of four study teams will define the concept and develop a project concept definition document. The concept definition will take place during June through August, 1999, and successful proposers are expected to: (1) actively participate in the concept definition; (2) attend at least three (3) formal team meetings; and (3) refine technical and programmatic inputs on the technologies to include dependencies, schedules, and cost data. At the completion of the concept definition, study findings will be assessed by OES. It is expected that one of the concepts will be selected for implementation. Technology members of the selected mission concept will become pre-qualified suppliers for the flight hardware. NMP is a technology validation flight program. The primary goal is to validate the selected measurement concept together with a suite of selected breakthrough advanced technologies in a system setting. This will aid NASA in realizing its vision for exciting, affordable space science missions in the 21st Century. Breakthrough technologies selected from the existing technology "pipeline," which consists of the ongoing technology programs of NASA, other government agencies, industry and academia, will be developed in partnership with NMP.
