Division, Naval Facilities Engineering Command, Norfolk, Virginia
intends to acquire electrical power supply and related transmission and
ancillary services to meet the firm electric power requirement of Naval
Station Newport, Newport, Rhode Island. The contractor will be
responsible for coordinating the supply of all electrical power
requirements (capacity and energy) and all services necessary to
deliver electrical power to the contract installations' local
distribution company. The anticipated peak monthly demand may range
between 16.0 and 20.5 MW. The estimated maximum monthly usage is 10,600
MWh and the estimated maximum yearly usage is 114,000 MWh. Additional
requirements may be added by amendment. Selection of the successful
offeror(s) will be made using source selection procedures with
selection based on price and technical capability. The due date for
offers shall be 2:00 p.m. on June 3, 1999. Proposals are required to
include a submission of an all-inclusive flat fixed energyrate
(AIFFER). This rate will be a flat $/kWH charge that applies to all
facilities (21 accounts) for all time intervals. Failure to provide
such a rate may cause the proposal to be rejected. Alternate rate
schedules may be proposed in addition to the AIFFER. The solicitation
will include a year of load data for the main account in two formats:
(1) on Lodemap Plus and Lodestar Data. (Newport Electric provides
interval load data on a monthly basis to the Navy. This fifteen-minute
interval data, called Lodestar data, can read with software called
Lodemap Plus. The latest version is Release 2.31.011. The software is
provided by the Lodestar Corporation (formerly Utility Marketing
Services, Inc.) through a licensing arrangement with Newport Electric
Corporation), and (2) a tab delimited data file that can be read by
software that accepts tab delimited files such as Microsoft Excel. The
main account energy usage is approximately 97% of the total energy
usage for all 21 accounts. Specifications will be available on or about
30 APR 99 on a first come, first serve basis. This solicitation will be
available in electronic format only. All documents will be in the Adobe
Acrobat PDF file format on CD-ROM. The free Acrobat Reader required to
view the PDF files is provided on the CD or can be downloaded from the
Adobe website. A charge of $12.50 will be made for each DC. The
solicitation will include a year of load data for the main account in

responsible sources must be licensed suppliers by the Rhode Island
Public Utilities Commission. This procurement is being issued on an
unrestricted basis. The SIC Code is 4911. In accordance withthe
provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR
REGISTRATION, offerors must be registered in the Central Contractor
Registration (CCR) database. Lack of registration in the CCR database
on the part of an offeror will make an offeror ineligible for award.
