This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number USSSS990033 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 97-11. This action is 100% small business set-aside. The SIC code is 3272 and the small business size standard is 500 employees. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items. The U.S. Secret Service has a requirement for the following: Line Item 0001: Provide all the necessary labor, supplies and equipment to provide for the installation and removal of a quantity of approximately three hundred eighty (380), 12' long by 2" base by 2' 8" high Model No. MB7APC temporary, J-J Hook, concrete barricades (up to 4,320 L.F.), furnished by Offeror, to secure the Federal Triangle, including the Ronald Reagan Building, U.S. Customs Building and Mellon Auditorium from 10th Street, NW to 15th Street, NW, Washington, DC. The location of barriers around obstacles, access sidewalks and positioning in pedestrian areas is critical. For effective mobilization and demobilization during inclement weather, Contractor must be within 70 miles of the Washington, DC metropolitan area. All barriers must be provided at one time. No turning of trucks will be allowed. Between twenty (20) to thirty (30) trucks will be required at one time. Barricades shall meet all required District of Columbia, Department of Public Works, or any other governing entity regulation concerning reflectors, warning lights/markings. Lifting equipment, capable of lifting and moving barricades, must have a minimum reach of 40 feet. Truck drivers, back up drivers, crane operators, standby mechanic(s), and laborers will be the responsibility of the supplier to allow for all possible contingencies. It is anticipated that a minimum of three (3) people will be required for each crew. The number of crews will be determined by the supplier in order to complete the job, as specified in the time period. A supervisor, who shall be familiar with all streets, specific locations and obstacles at all locations will be a part of each crew. Contractor shall be responsible for coordinating all traffic control with all police agencies involved in the work area. Contractor is responsible for forwarding a copy of the final detailed plan of action to the Contracting Officer. Contractor shall develop and coordinate detailed plan of action for required services. Plan shall include detailed plan maps of every location. At the minimum, Planshall include times for movement of all supplies and equipment and drawings/maps for placement of temporary concrete barricades, trucks and/or cranes. Barriers to be placed beginning at 8:00 P.M. on evening of April 22, 1999, and shall be completed by no later than 3:00 A.M. on morning of April 23, 1999. All installation work shall be completed within a period of seven (7) hours. Demobilization shall not commence before 6:00 P.M. on April 25, 1999, and must be completed in approximately seven (7) hours. Parking passes/permits will be provided to the Contractor. The above referenced leased equipment and material shall be returned in the condition in which they were received; normal wear and tear excepted. Contractor shall furnish three (3) references of customers who were provided similar services for past performance evaluation. This synopsis/solicitation is issued under FAR 6.302-2, "Unusual and Compelling Urgency" as authorized under 10 U.S.C.2304(c)(2). The Government intends to award a firm fixed price contract to the offeror with acceptable past performance whose proposal, conforming to the specification, will be the most price advantageous to the Government.
