The Postal Service is seeking Qualification Statements from construction companies wishing to be Prequalified for award of a Fixed Price Contract for exterior renovations to the Bronx General Post Office (GPO) located at 598 Grand Concourse and 149th Street in the Bronx, NY. The existing building contains 175,200 square feet of space on a 96,000 square foot site. Construction estimates for this project are in the range of seven (7) to nine (9) million dollars. The scope of work include window replacement (including repair of the window frames, installation of interior security wire mesh screens, and new steel windows to match the original front facade), roof replacement and roof repairs (major roof repairs/replacement will be addressed in the future DAR for the remaining renovations), waterproofing the terrace deck with new concrete topping and drains, stone work and re-pointing of exterior walls, construction of a ramp to allow handicapped access, replacement/repair of the glazed brick veneer walls and stone copings, replacement of lobby doors and revolving doors, relocation and replacement of garage ventilation equipment, removal of electrical conduits and wall fixtures, provide new terrace uplighting, and replacement of exterior building signage. All areas and work described are approximate; exact areas will be denoted on plans and specifications to be issued with the request for proposal. Drawings and specifications will be provided by USPS defining the Scope of Work. Total period of construction of the project will be 420 calendar days. Estimated cost range is between $7,000,000 and $10,000,000. Only the most qualified contractors will be prequalified. To be considered for Prequalification: the company must be financially capable; five (5) years experience as a construction company with historic renovation experience, and the completion or ongoing of two (2) comparable projects within the past five (5) years one of which must be a exterior renovation to a Historical Building. Comparable projects are defined as exterior renovations to Historical Buildings, exterior masonry and building facade renovations, and New York City facade renovations with a minimum construction cost of $5,000,000 million or more. The contractors Qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: EXPERIENCE/PERFORMANCE, and CAPABILITIES: -- Organization, Backlog, Financial Capability, Bonding, and Banking. The Postal Service intends to issue a Request for Proposal (RFP) to Prequalified firms only. The Postal Service will select the offeror that provides the Best Value to the Postal Service.
