The Postal Service is seeking Qualification Statements from construction companies wishing to be Prequalified for award of a Fixed Price Contract for a 220,000 square foot expansion to the existing Bulk Mail Center (BMC) facility @ 5555 Bandini Boulevard, Los Angeles, CA, including approximately 1,000 square feet of penthouse mechanical/electrical rooms, new/extended/relocated fixed mechanization, a new 3,900 square foot Vehicle Operations Building (VOB) and associated site work including relocation of a tent, new tent slab, and new concrete trailer parking pads. The expansion will be a single story structure with a 43 foot roof height, pre-cast concrete panels to 8 feet with metal siding above, 4-ply built-up roofing system, air conditioned workroom, deep foundations of drilled piers and pile caps and a concrete floor slab requiring approximately 4 feet of structural fill above existing pavement areas. Approximately 30,000 cubic yards of select fill will be needed to provide the subgrade for the building floor slab. The expansion will also include 39 new truck dock positions and various support and operational spaces. Fixed mechanization includes the installation of a Universal Sorting machine, the installation of six (6) automatic container unloaders, the relocation of four (4) robotic units, and the installation/extension of the existing towline. The Universal Sorter will include four (4) automatic inductions from the existing parcel sorter, two (2) inductions for the tray mail, three (3) inductions for the Non-Machinable Outsides (NMO), and six (6) SPBS inductions. The sorter will be able to sort parcels, trays, NMO's as well as small parcels and bundles. The Universal Sorter would provide fifty-four (54) parcel container loaders, sixty (60) NMO destinations, one-hundred (100) SPBS destinations, and would sort to four (4) run-outs feeding the robotic units. The existing towline would be extended to service the new sorter. All areas described are approximate; specific areas will be denoted within the solicitation documents. Drawings and specifications will be provided by USPS defining the Scope of Work. Total period of performance allowed for construction will be 708 calendar days from Notice to Proceed. Estimated cost range is between $38,000,000 and $48,000,000. Only the most qualified contractors will be prequalified. To be considered for Prequalification: the company must be financially capable; five (5) years experience as a construction company, completion or ongoing of two (2) comparable projects within the past five (5) years. Comparable projects are defined as new construction or expansion for light industrial use for processing and distribution with material handling equipment. The building should have a minimum of 150,000 square feet in size and a construction cost of $15,000,000 or more. The material handling work may have been accomplished as either a prime contractor or as a subcontractor in either a new or existing facility. The contractors Qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: EXPERIENCE / PERFORMANCE, and CAPABILITIES: -- Organization, Backlog, Financial Capability, Bonding, and Banking. The Postal Service intends to issue a Request for Proposal (RFP) to Prequalified firms only. The Postal Service will select the offeror that provides the Best Value to the Postal Service.
