Center (AAC) Joint Direct Attack Munition (JDAM) Program Office,
AAC/YU, is currently planning a product improvement program to enhance
performance and tactical employment of the JDAM baseline system. To
expedite this planning effort, the JDAM program office requires
technical support in the following areas: 1) Analysis and evaluation of
precision guidance technologies for potential JDAM use; 2) Analysis and
evaluation of extended range concepts for potential use by JDAM; 3)
Analysis of alternate JDAM concepts of use/employment; and 4) Analysis
and evaluation of means/technologies to counter system threats to
JDAM_s operation. In order to perform this effort, a contractor must
have a detailed knowledge of the JDAM weapon system design, including
all of its sub-components, and be very familiar with the system modes
of operations. This is necessary because of the need to understand the
JDAM performance characteristics and weapon system interfaces in order
to determine if potential technologies can be integrated with the JDAM
weapon system design. At this time, the Government does not
own/possess a technical data package (TDP) for the JDAM weapon system.
The effort is anticipated to be cost plus award fee. Effort completion
is not later than 30 November 1999. Interested firms who believe they
have the capability to perform this effort should respond with details
of their qualifications and experience in accordance with Numbered
Notes listed below. Firms responding to this synopsis should state
whether or not they are a small business concern or small disadvantaged
business concern as defined in FAR 52.219-2, respectively. This
synopsis is for information and planning purposes only, it does not
constitute a solicitation for bids or proposals and is not to be
construed as a commitment by the Government. Capability packages are
due not later than 15 days from the publication of this announcement.

concerns from offerors or potential offerors. The Ombudsman does not
diminish the authority of the program director or contracting officer,

recommendations to the appropriate Government personnel. When

the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
