Communications Directorate is performing a market survey of a potential
communication/locator suite that can locate an item anywhere on the
globe. The item sized is up to 9 ft. x 9 ft. x 20 ft. and is loaded in
an aircraft for transport. In case of an emergency, such as an
impending crash, the payload will be air dropped from the aircraft and
could land in some unknown location. The subject requirement is to
precisely locate (to a radius of 250 ft.) the payload within a drop
area of 10,000 square miles. To accomplish this, a
communication/geolocator suite will be embedded/attached to this
payload. The on board communicator suite should remain silent until
interrogated by a search and rescue team. The payload will not transmit
a beacon signal until such time as it is "interrogated" by the rescue
vehicle. At that time it will transmit location determining response
signal to alert the recovery team of its location. For planning
purposes, the following assumptions can be made:a) the desired locator
equipment should operate day/night, all-weather, all-terrain, b) a
helicopter based recovery team can be assumed, however, light of sight
to the payload from the recovery platform is not assured. CECOM is
interested in evaluating any type of commercial off-the-shelf
communication/locator products which can satisfy the above
requirements. Any and all technologies will be considered. Interested
parties are invited to submit proposals on possible solutions for this
RF communication suite. Request all responses be submitted by 15 May
