NASA/GSFC plans to issue a Request for Quotation (RFQ)972-25204-709 for Item 1 -- Radiosondes, PVT Model Type 1548-720, 300 each; and Item 2 -- Receiver, compatible with the VIZ W9000 Ground Station. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from SIPPICAN, INC.,VIZ Meteorological System Group, Suite 307, 525 Plymouth Rd.,Plymouth Meeting, PA 19462. VIZ is used for radiosondes compatible with NASA-owned VIZ GPS W-9000 Meteorological Processing System. To meet mission specific requirements for accurate wind and relative humidity data for the TRMM research effort only VIZ Manufacturing Co., is capable of requested delivery date of the radiosondes. The other vendor radiosondes do not work with the NASA-owned VIZ Manufacturing Co. GPS W-9000 ground equipment. Other vendors also utilize completely different sensors which would change the long-term data base developed using VIZ sensors. Therefore, it is recommended thatthe equipment be purchased by SIPPICAN, INC. Delivery is requested on or before July 15, 1999. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
