Bureau of the Public Debt, Franchise Business Activity-Cincinnati,
intends to acquire through commercial item procedures, on a sole-source
basis from Government Retirement and Benefits Inc., an off-the-shelf
Internet/Intranet software application. Currently, the FBAC is running
an Interactive Voice Response (IVR) system that provides basic
benefits information, including federal annuity, life insurance and
Thrift Savings plan estimates. This fee-for-service system is currently
being made available to all Federal Departments and Agencies. The
specialized, off-the-shelf software required to provide the necessary
employee estimate information on the IVR system is being provided by
Government and Retirement Benefits. The FBAC intends to expand its
scope of operations to include a similar off-the-shelf benefits
application using the capabilities of the Internet, or if desired, a
Department's or Agency's Intranet system. Both the IVR system and the
Internet system will share a common database containing a Department or
Agency payroll data required to provide employee specific information
and other data required for control or security purposes, e.g., social
security number and personal identification number for restricted
access. In concert with the offerings available on the IVR system, the
Internet/Intranet application shall provide the following calculations
and information: 1) Federal employees Annuity Estimate information for
all Federal Government retirement systems, including the Civil Service
Retirement System (CSRS), Federal Employees Retirement System (FERS),
and the CSRS-Offset retirement system, and shall include estimates for
voluntary, survivor's, disability, MRA (plus 10), early
out/discontinued service and insurable interest; 2) Thrift Saving Plan
projections and Federal Retirement Thrift Investment Board sponsored
annuity estimates; 3) Social Security estimates, including the
applicable provisions of the GPO and WEP; 4) FEGLI life insurance
proceeds; 5) FEHB carriers and premiums; 6) Deposit and Redeposit
estimates, including Post-56 military; 7) Severance Pay estimates and;
8) CSRS versus FERS transfer comparisons. These estimates and
projections shall be made available to each registered user in a
descriptive, explanatory printed format. Firms must submit a
description of the software and operating environment offered in
sufficient technical detail to substantiate the ability of any
alternative product to meet all these requirements. If no affirmative
written response is received within 10 days after publication of this
notice, to the effect that a comparable software is available, and that
it is more advantageous to the Government than obtaining the software
through the proposed contractor, a sole-source award will be made. NO
