99 -- PLAIN LANGUAGE WORKSHOPS AND REVIEW SOL CC9238 POC Lois Monroe, Procurement Technician, (919)-3699/Sue Miller, Contracting Officer, (919) 541-3699 The U.S. Environmental Protection Agency, Research Triangle Park, North Carolina, intends to award a sole source purchase order to The Murawski Group, pursuant to 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. An Executive Order was issued on June 1, 1998, requiring government regulations to be written using a Plain Language format. In order to meet this new Plain Language requirement, there is a need for Plain Language workshops and edit capability. Support is needed to perform a two-part plan which is described to accomplish this. Part I: Conduct two workshops, similar to the ones that have been held previously, which will provide guidance on converting approximately 15 specific regulations to a Plain Language format. These regulations can then be used as references for drafting future regulations. Part II: Provide edit capability to ensure that the format is Plain Language. EPA believes that The Murawski Group is uniquely qualified to provide the support requested in this purchase order. No Request for Quotation is available and this notice of intent is not a request for competitive quotes. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Lois Monroe at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with The Murawski Group.
