(NIDA), Intramural Research Program (IRP) is soliciting proposals from
qualified organizations for the following project currently being
performed by Johns Hopkins Bayview Medical Center under Contract No.
N01DA-5-9050: General support services for the ARCHWAY Clinic. The
ARCHWAY Clinic is an 80-slot outpatient drug abuse research treatment
clinic that is dedicated to finding new treatment modalities for drug
abuse. Federal Research Scientists conduct intramural drug abuse
treatment research protocols at the ARCHWAY Clinic. The contractor will
be required to provide the basic clinical care to the outpatient
research patients. The outpatient treatment care will include
counseling (both group and individual), nursing, pharmacy, clinical,
and specimen collection services. Contractor services will be provided
at the NIDA/IRP on the Johns Hopkins Bayview Medical Center Campus in
East Baltimore. The clinic space and general equipment will be
provided by the Federal Government. NIDA anticipates that a 5-year cost
reimbursement type contract will result from this procurement. RFP No.
N01DA-9-9056 will be available electronically on or about May 10,
1999, and may be accessed through the Internet at the following

that the RFP for this acquisition will be streamlined to include only
the Work Statement, Deliverables and Reporting Requirements, Special
Requirements and Mandatory Qualifications, Technical Evaluation
Criteria, and other necessary Proposal Preparation Instructions. All
information required for the submission of an offer will be contained
in the electronic RFP package. Following proposal submission and the
initial review process, offerors comprising the competitive range may
be requested to provide additional documentation to the Contracting
Officer. Response to the RFP will be due on or about July 12, 1999. Any
responsible offeror may submit a proposal which will be considered by
