The contract will be cost reimbursement. The contractor shall be required to evaluate the use of direct laser beam heating of amorphous diamond collector surfaces to remove absorbed gases and reduce equilibrium vacuum residual gases. NASA/JSC intends to purchase the items from Charles Evans and Associates under a Justification For Other Than Full And Open Competition pursuant to 10 U.S.C. 2304(c)(1). There is no other known source that can meet the requirements of this solicitation. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22.
