Request for Proposal number EXIM-99-R-0003. Request for Proposal
EXIM-99-R-0003 was issued via CBD on April 6, 1999 as a combined
synopsis/solicitation for the services of a historian to provide
research and writing of a scholarly history of the Export-Import Bank
in a form suitable for publication. Several questions were submitted.
The following questions and answers are hereby made a part of this
Request for Proposal and any resultant contract. A). By incorporating
the following questions and answers: 1) QUESTION: How extensive are the
in-house archives and how well are they organized? ANSWER: The Bank
recently retained a professional archivist to examine the Bank's
records and other sources of information and records on the Bank and
its activities. The archivist concluded that it appears that among the
Bank, the National Archives, and the National Records Center the
institution's records are as complete as one would need to conduct
serious, scholarly historical research. 2)QUESTION: Does the Bank have
an archivist on staff? ANSWER: No. We do have a central records branch
which has extensive case files and manages the Bank's records retention
policy. 3) QUESTION: What resources will be Government furnished?
ANSWER: The Bank will provide a working space to include a desk,
computer, and telephone for local calls only. 4) QUESTION: How will the
awardee receive payment? ANSWER: Partial payments will be authorized
based on work completed and/or deliverables. 5) QUESTION: Will there be
a peer review process with the Export-Import Bank history manuscript?
ANSWER: There will not be a peer review process as such with the Ex-Im
Bank manuscript. The members of the Bank's History Committee will
review it. 6) QUESTION: Who is on the History Committee and if
differences of opinion arose between the historian and the committee on
issues of fact or interpretation, how would they be resolved? ANSWER:
At this time, the members of the Committee consist of the Chairman of
the Bank, several senior officers and staff who have been with the Bank
for 25-35 years, and a former Director of the Bank who served for over
16 years. We would expect that any differences of fact or
interpretation between the historian and the Committee would be
resolved through discussion. 7) QUESTION: Will the historian's name
appear as author on this work, and will he/she hold the copyright to
the work? ANSWER: We would expect that the historian's name would
appear as author. The Bank would hold the copyright. 8). QUESTION: Is
there any pressing need to have a book come out at the end of the year
2000? ANSWER: The history is being written concurrently with the
Bank's 65th anniversary. The material needed as a basis for writing the
history is virtually all located either at, or in close proximity to,
the Bank's headquarters in Washington and is relatively easily
available, and the Bank's activities are fairly narrowly focused on
export trade finance. We want the history to be published as soon after
the anniversary as possible. 9). QUESTION: Who exactly is going to
publish the history? ANSWER: At this time, we do not have a particular
publisher in mind. B). By including the following sentences to the
combined synopsis/solicitation. The contracting officer reserves the
right to request limited cost and pricing data if it becomes necessary.
Offerors are requested to submit one original and 2 copies of their
proposal. The Government may award a contract based on initial offers
received without discussion of such offers. Accordingly, each initial
offer should be submitted on the most favorable terms from a price and
technical standpoint, which the offeror can submit to the government.
However, if negotiations become necessary they will be conducted with
only those offerors whose proposals fall within a competitive range
both technically and with respect to cost. The hour and date for
submission of proposal is not extended and remains at April 30, 1999,
