Indefinite quantity contract to provide full service supplemental
Architect/Engineer services based on, but not limited to, the issuance
of work orders for the preparation of designs, plans, specifications,
estimates, record drawings, miscellaneous studies and reports, surveys
and construction inspection services for projects within the geographic
borders of the States of Wisconsin and Minnesota. Projects may also
involve work in specialty areas such as alterations in historic
buildings or asbestos abatement work. Services may include assisting
the GSA staff in "in-house" design and construction inspections. Other
construction related services which may be awarded include land
surveys, material testing services (including concrete, structural
steel, soils testing, comprehensive subsurface investigations and
structural studies of existing buildings). Disciplines and services
required may include architectural, electrical, mechanical, structural,
civil engineering, communications, energy conservation, cost
estimating, elevator design, firesafety and hazardous material
consultant services. Two separate contracts will be awarded to two
separate A/E firms for projects in the States of Wisconsin and
Minnesota. The duration of the two base contracts will be for one year
with a provision in each contract for four (4) one-year options, which
may be exercised at the discretion of the Government depending on the
firm_s performance on past projects regarding timeliness, quality and
completeness of design. The maximum order limitation is seven-hundred
fifty thousand dollars ($750,000) for each contract for each one-year
period. Consideration will be limited to firms having an existing
active design production office within the geographic borders of the
States of Wisconsin and Minnesota. Each member of any proposed joint
venture must have an existing design production office within the
designated geographic limitations. Joint venture or firm/consultant
arrangements will be considered and evaluated on a demonstrated
interdependency of the members to provide a quality design effort. In
addition, all firms and their consultants must 1) Have in-house CADD
capabilities (compatible with the latest version of AutoCAD) and; 2)
Prepare all specifications for projects under this contract using the
AIA Masterspec. Consideration for selection will be based upon the
following evaluation criteria categories: 1) DEMONSTRATED
DESIGN/CONSTRUCTION EXPERIENCE (35%): including demonstration of past
performance of similar types of services on similar projects including
work in historic structures; 2) PROJECT TEAM (25%): including key
personnel with commitment to projects and qualification and relevant
experience as individuals and as a team; 3) DESIGN ABILITY/POTENTIAL
(20%): including visual and narrative evidence of team_s ability with
respect to innovative design solutions; 4) DESIGN
MANAGEMENT/ORGANIZATION (20%): including project management planning,
coordination, scheduling, cost control methods, production facilities,
capabilities, and techniques for both design projects and construction
inspection.. Standard Forms 254 / 255 are due within 30 calendar days
