Design Services are required for the critical systems improvements and
space alterations necessary for the proposed Federal Building
Renovation, 8930 Ward Parkway, Kansas City, Missouri, to provide a high
quality office environment. Consideration will be limited to those
firms having an existing professional design production office within
the Kansas City, Missouri, Standard Metropolitan Statistical Area
(SMSA) which includes the Kansas Counties of Johnson and Wyandotte; and
the Missouri Counties of Cass, Clay, Jackson, Platte and Ray; and such
office shall have been in operation as of the date of this
announcement. Scope of Work: The building proposed for renovation is a
three story, steel frame, brick veneer, approximately 200,000 gross
square foot office building originally constructed in 1962. The
proposed scope of work emphasizes code compliance, environmental
safety, energy conservation, interior modernization and sustainable
design. Construction will be phased to accommodate partial occupancy in
the beginning and additional occupancy as tenant spaces are completed.
The project will require architectural and mechanical demolition;
interior space renovation; installation of a raised access floor
system; installation of a new elevator and shaft; upgrade of existing
elevators; reconstruction of existing stairways and exit vestibules to
meet fire code requirements; relocation of one lobby/vestibule;
replacement of all exterior windows except closure of certain window
openings for security reasons; addition of seismic bracing; replacement
of a majority of the HVAC system including the installation of new air
handling units, ductwork, controls, piping and all necessary
accessories; upgrade of various electrical panels; and some
improvements to landscaping and surface parking. Construction documents
may consist of a single bid package or may require the preparation of
two or three separate bid packages. Estimated construction cost for
this project is approximately $8,300,000. Anticipated Services: The
anticipated A/E contract will include pre-design, schematic design,
design development and construction document services. Pre-design
services will be required for, but not necessarily be limited to,
programming and verification of tenant requirements, and verification
of project scope, budget, phasing and schedule. Specialized
professional design services shall also be required for building code
review, asbestos and lead paint testing and abatement, construction
cost estimates, space planning, interior design, fire safety,
elevators, life cycle cost analyses and other design and testing
procedures common in the construction industry. Optional contract
services may include additional tenant improvement services, bidding
phase services and construction contract administration services.
Construction contract administration services may include submittal
review, clarifications to the construction documents, attendance at all
weekly construction progress meetings and some inspection. It is
anticipated that a separate contract for full construction contract
administration services will be awarded to an independent construction
management firm. Objective: The objective of the selection process is
to select a prime A-E design firm supported by highly qualified design
professionals. Accordingly, this will be a two stage selection process.
The Stage I process will result in a minimum of three firms selected
(short listed) for interview and a final selection made from those
firms in Stage II. Stage I: Offerors shall submit forms SF 255 and SF
254, which may be obtained from http://www.gsa.gov/forms/far.htm. The
short list selection will be based on the weighted evaluation factors
below. No other evaluation criteria will be considered in Stage I. 1.
Project Team (40%): Submit individual qualifications of key personnel,
including education and current professional registrations and
affiliations; evidence of successful past performance of key personnel;
and evidence of successful past performance of the firm or firms of the
key personnel. 2. Specific Project Experience for the Past Ten Years
(30%): Describe a maximum of five renovation projects similar to the
project described in the Scope of Work, including cost control and
compliance with schedules; and a maximum of five projects of any type
exemplifying the ability of the firm or firms to provide innovative and
efficient design solutions. 3. Design Management (20%): Describe the
plan of the prime A-E to manage this project, quality management
program of the prime A-E, and the production capability and production
facilities of the firm or firms of the key personnel. 4. Specialized
Design Experience (10%): Submit the specialized experience of the
proposed project team in the preparation/performance of fire safety
design, construction cost estimates, building code reviews, elevator
design, space planning, interior design, asbestos and lead paint
testing and abatement design, and life cycle cost analyses. "Key
personnel" are defined for these purposes as the principal-in-charge,
the project manager, the lead architect, and the lead structural,
mechanical and electrical engineers for the proposed project team.
Proposed project teams of prime/consultant arrangement will be
considered and evaluated on a demonstrated successful interdependence
of the members to provide a quality design effort. Stage II: Following
the Stage I selection, a copy of the Prospectus Development Study for
the Federal Building Renovation, 8930 Ward Parkway, Kansas City,
Missouri, will be distributed to the short listed offerors. In a
separate presentation to be conducted by the proposed project manager
for each team, the qualifications and experience of the proposed team's
key personnel and their firm or firms shall be further presented as
they apply to the evaluation criteria below. The overall time allotted
for the interview will be 90 minutes with the final 15 minutes devoted
to a question and answer session with the panel. Final selection in
Stage II will be based on the following weighted evaluation criteria:
1. Past Performance (50%): Present, in detail, a maximum of two past
projects similar in scope to this Federal Building Renovation. Key
personnel shall describe their involvement in the project. Discuss cost
control, compliance with schedule, and challenges and resolutions.
Present tangible evidence of the projects' success such as affidavits,
certificates, publications, awards, peer recognition, etc. 2.
Management (35%): Present the process and approach you will use in
designing this project, including your management plan and
organizational structure for this project. Also present your quality
management program and discuss how conflicts will be resolved. 3.
Design Philosophy (15%): Present your overall design philosophy, your
approach to resolving design issues and your commitment to this
project. General Requirements: Where short listed offerors propose
in-house staff to provide specialized services, offerors shall
demonstrate that qualifications of in-house personnel are equivalent to
that of a consultant. At least one member of any proposed joint venture
must have an existing office within the SMSA. The successful project
team shall perform a minimum of 65% of the services in existing offices
within the SMSA for each of the pre-design, design development and
construction documents phases and may be required to demonstrate their
capability to do so prior to award. Offerors shall certify that
drawings will be created and submitted in native AutoCAD release 14
format and that specifications, reports, databases, and similar items
will be submitted in native MSOffice 97 format. Drawings created in
other CAD programs and translated into AutoCAD will not be accepted. At
the request of the Government, the successful offeror shall update
software versions at the offeror's own expense. The successful offeror
is further advised that the Government intends to propose the use of
the partnering process during the design and construction of this
building. Socioeconomic Requirements: In accordance with 15 USC 631 Et.
Seq., the A-E will be required to provide the maximum practical
opportunities to small business concerns owned and controlled by
socially and economically disadvantaged individuals to participate as
subcontractors in the performance of the contract. As part of its
commitment to socioeconomic initiatives of the Federal Government, the
General Services Administration has established for fiscal year 2000,
subcontracting goals of 25 percent total for small business which
includes 5 percent for small disadvantaged business and 5 percent for
women-owned businesses. The use of subcontractors/consultants shown on
the SF 254 submitted in Stage I shall be reflected in a Small Business
and Small Disadvantaged Business Subcontracting Plan included in the
contract. Prior to contract award, the successful offeror shall provide
a brief written narrative, not exceeding one typewritten page, of
outreach efforts made to utilize small, disadvantaged, and women-owned
businesses. An acceptable subcontracting plan must be agreed to before
contract award. Small businesses are not subject to this requirement.
Submittal of Qualifications: To be considered, responses to this notice
must be delivered by 2:00 p.m., local time, May 19, 1999, to the
General Services Administration, Office of Business and Support
Services (6ADB), 1500 East Bannister Road, Room 1161, Kansas City, MO
64131-3088. Firms wishing to be considered must submit their completed
SF-254 and SF-255 and other pertinent information as required above.
When responding to this announcement, offerors should fully address
their capability with regard to the evaluation criteria listed under
Stage I above. The top ranked firms will be recommended for interview
in Stage II based on their written response to this announcement. A
follow-up announcement will be placed in this publication listing the
firms considered to be the most highly qualified. Award of this
contract, contingent upon availability of design funds, is anticipated
in the second quarter of fiscal year 2000. The proposed contract is
