Contract Action (NOCA). This CBD announcement constitutes a Notice of
Contract Action of a proposed A-76 Cost Comparison Study for
communication and computer services for the 377th Communications
Squadron, Kirtland AFB, NM. POC is Ms. Nicki Knickerbocker, Contracting
Officer, DET 8 AFRL/PKC, telephone (505) 853-1112. The Phillips
Laboratory/PKC Division, Kirtland AFB NM intends to issue a Request for
Technical Proposals (F29650-99-B-0001), on or about 3 May 1999, with
proposals due 3 June 1999. Access will be via our homepage on the
Internet at the following address: http://www.de.afrl.af.mil/pk/. Hard
copies of the request for Technical Proposals will not be available.
Services include but are not limited to: The management, operation,
maintenance and planning of communications, computer systems,
multimedia services and information management for the 377th Air Base
Wing Communications Squadron and support for approximately 200
associate units (approximately 20,000 personnel), Kirtland AFB, NM. The
government is currently performing these services, and a cost
comparison under OMB circular A-76 will be conducted to determine the
most cost-effective mode of operation. A contract will not be awarded
if Government performance is determined to be more advantageous. A
Secret/Top Secret clearance may be required for various personnel.
Contractors must identify their business type (i.e., large business,
small disadvantaged business, small business, 8(a) certified business,
woman-owned business, etc.) The Government contemplates Two-Step
Sealed Bidding as the method for the proposed procurement. A draft copy

acquisition is 100% set-aside for Small Business. A Pre-proposal
conference is tentatively scheduled for (9:00 am) 13 May 1999, Kirtland
AFB, NM. Specific details and procedures will be identified in the Step
one letter request for Technical Proposals and /or the Internet web
site. Concerns from potential offerors during theproposal development
phase of this acquisition should communicate first with the contracting

information, pose questions and voice concerns before contacting the
Ombudsman. In those instances where potential offerors cannot obtain
resolution from the contracting officer, they are invited to contact
