Description: J- This prospective requirement is for the establishment of a Basic Ordering Agreement (BOA) for materials and engineering services necessary for the repair and servicing of the Countermeasures, Set AN/SLQ-20B and its subassemblies. These services will be procured through Marconi Aerospace Systems, Inc. Advanced Systems Division, 450 Pulaski Road, Greenlawn, NY 11740-1606 on a sole source basis citing statutory authority permitting other than full and open competition title 10, U.S.C. 2304c (1) Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. Marconi is the original equipment manufacturer of the AN/SLQ-20B Countermeasures Set and all of its subassemblies. To ensure plug-in capability and interchangeability, only original equipment parts and components will fulfill the system specification. Furthermore, repairs, engineering changes or spares production would require extensive knowledge of Marconi Aerospace Systems' design concepts and proprietary data. No other company possesses the required technical expertise. Services to be performed for a period of three years beginning 1 August 1999 through 31 July 2002. Work shall be performed at various ship and shore installations. All responsible sources may submit a proposal which shall be considered by the agency. Note 22 applies.
