Contracting Officer, 303-393-4635 To provide quality comprehensive
professional vision care services for the veteran patient population
authorized to receive these benefits by the Department Of Veterans
Affairs, Rocky Mountain Network, VISN 19. The comprehensive service
shall include but is not limited to diagnosis and management of vision
disorders: utilizing refractive, pharmaceutical, and rehabilitative
(low and binocular vision) treatment modalities: utilization and
prescription of diagnostic and therapeutic pharmaceutical agents for
examination of the eyes as well as treatment and management of vision
disorders, disease, conditions of the eye and adnexa: utilization and
prescription of opthalmic prosthetic devices (including spectacles and
low vision devices) and training in their use: ordering of routine
diagnostic laboratory studies including preparation of specimens for
cultures, sensitivity testing, and smear analysis. The contractor shall
be responsible for all remakes, rechecks and/or adjustment at no cost
to the Government or the beneficiary. The contractor shall perform the
comprehensive examination and eyewear selection in one visit, and the
patient shall return to the contractor for dispensing to include the
fitting of eyewear. The eyewear shall be available to the patient
within ten (10) working days or less from the date of the examination.
The contractor shall be licensed in accordance with the applicable
laws of the state the service is being performed and have expanded
scope of practice credentials. Standard of care shall be in accordance
with the American Optometric Association (AOA), optometric clinical
practice guidelines. As a minimum the contractor would be required to
provide these services in Wyoming (Cheyenne, Ft Collins, Green River,
Sheridan, Casper, Riverton); Colorado (Aurora, Grand Junction,
Montrose, Denver, Colorado Springs, Pueblo); Utah (Salt Lake City,
Ogden, Roosevelt, Orem, St George); Idaho (Pocatello); Nevada (Ely);
Montana (Whitefish, Anaconda, Missoula, Great Falls, Bozeman, Billings,
Miles City). The estimated veteran usage data for FY98 in VISN 19 is
8600 pair of eyewear at $330K (eyewear only) annual cost. All
contractors interested in providing proposed methodologies in reference
to the identified requirements for VISN 19 may notify the contracting
