This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Solicitation number
F09650-99-Q-0778. This solicitation is issued as a request for
quotation (RFQ). This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-11. The standard industrial classification code is 8711 and the
small business size code is $20M. This soliciation is set aside for
small business. Line item X001 is non-personal manpower support
services in support of IDE. Line item X002 is for travel associated
with the services and line item X003 is for Data. The period of
performance is for 8 months with options to extend through 30 Sep 03.
Clause 52.212-1, Instuctions to Offerors -- Commercial Items applies to
this acquisition and the adddenda (PWS) which may be accessed at
http://contracting.robins.af.mil/pr/mssc/mssc.htm under the Contracting
With Individuals for Manpower Support -- F09650-99-Q-0778. Individuals
who have previously submitted proposals under the Contracting With
Individuals Program need to re-confirm their previous submittal but
need not resubmit an additional proposal unless they wish to update
their previous proposal. This requirement requires the services of one
individual equivalent to a GS-0346-13-Logistics Management Specialist
to support the Integrated Data Environment (IDE) for the F-15 System
Program Office. Security clearance will be required. Experience in DoD
acquisition management with practical experience in Information
Management/Integrated Digital Environment programs is required.
Offerors must have completed the Defense Systems Management Program
Managers Course and an equivalent government or industry provided
course and have a working knowledge of the DoD information
infrastructure. Offerors must have the ability to interpret and
implement higher headquarters policy and guidance on all matters
concerning integrated weapons system management (IWSM), integrated data
environments including digital data strategy, local infrastructure
strategy, and budgeting resource requirements. Recent practical
experience analyzing DoD logistics and acquisition processes and the
abilityto recommend process improvements and opportunities to insert
new information technologies is required. Demonstration of capability
to prepare written and oral reports to DoD executive-level officials
explaining complex IT process will be required as well as an
understanding of AF concepts of operational maintenance, readiness, and
deployment. Recent practical experience with Joint Computer Aided
Acquisition Logistic Support (JCALS).Evaluation will be made on a best
value basis. Evaluation factors in descending order of importance are:
experience, past performance, price, education, and general
