Atlantic (MLCA), Naval Engineering Division, has a requirement for
professional marine architectural and engineering services involving
coast guard vessels homeported in the geographical area covered by the
MLCA which would be as far east as the Mississippi and as far north as
Maine and south to Puerto Rico including the Gulf of Mexico and the

(757) 628-4633. The solicitation will be issued to both small and large
businesses on a full and open competitive basis. The Standard
Industrial Classification (SIC) Code applicable to this acquisition is
8711. The size standard for this SIC Code is $13.5 million dollars
[annual receipts for the last three years]. Offerors are required to
provide all labor, material, equipment, and facility within a fifty
mile radius of the MLCA located in Norfolk, VA which is suitable to
accomplish the statement of work (SOW). An Indefinite Delivery,
Indefinite Quantity (IDIQ) type contract is anticipated with a base
period of twelve months with four, one-year option periods. The
resultant contract may include services such as, equipment installation
design; condition assessment; engineering feasibility studies; analyses
of alternatives; development of designs for alternations; renovations
and repairs; including technical documents; specifications; engineering
drawings; calculations; various construction engineering services and
cost estimating. Individual statements of work will be ordered using
task orders. Award will made on best value, in that the responsible
offeror whose offer conforming to the solicitation is determined most
advantageous to the Government after proposals are evaluated on the
following criteria: Technical (key personnel, technical approach,
management approach, past performance) and Price. The technical
proposal is more important than the price proposal. All responsible
offerors are invited to submit a proposal by the closing date set forth
herein which will be considered by the agency. "ATTENTION: Minority,
Women-Owned and Disadvantaged Business Enterprises (DBEs)! The
Department of Transportation (DOT), Short-Term Lending Program (STLP)
offers working capital financing in the form of lines of credit to
finance accounts receivable for transportation related contracts.
