FEDERAL CORRECTIONAL INSTITUTION AND FEDERAL PRISON CAMP LOCATED IN

Contracting Officer, at (202) 307-0954 The Federal Bureau of Prisons
(BOP) intends to award a firm-fixed-price contract for a Construction
Management Firm (CMF) for the construction of a Federal Correctional
Institution (FCI) and a Federal Prison Camp (FPC) in Glenville, West
Virginia. The CMF's contract will encompass construction management
services for an independent design-build contract for the institution.
The contract includes: site work and major construction of a medium
security FCI and a minimum security FPC. The facilities will be a
campus type plan consisting of one, two and four story buildings with
a total building area of approximately 45,000 gross square meters for
the FCI and 3,100 gross square meters for the FPC. Pursuant to the
requirements of FAR 36.204, the total design and contract magnitude is
estimated to exceed $50,000,000, and the construction management
services contract magnitude is expected to range from $1,000,000. to
$5,000,000. The CMF is anticipated to begin in August 1999. Contract
performance period is anticipated to be approximately two and one half
years, however this may be adjusted to reflect the actual duration of
the construction contract. The CMF services are to include, but not
limited to: attendance at design review meetings; inspection for
conformance with contract requirements; review of design and
construction documents; cost estimates; review and status of
contractors' CPM Schedule and progress reports; maintenance of project
files; inspection and testing records; job diaries; evaluation of cost
estimates and recommendation of change orders; monitoring submittals
and contractor progress; review of contractors' submittals and payment
requests; analysis and recommendation related to disputes and claims;
preparation and processing of correspondence and documentation related
to these services; and all other services required for successful
administration of the project. The selected firm will provide these
services utilizing on-site personnel from their own office and work
force, and any other resources necessary. To be considered, firms must
have at least five (5) years experience in management, cost estimating
and scheduling of construction projects of similar scope and
complexity, and experience in the analysis of claims and disputes. The
BOP will evaluate each offeror's quotation pursuant to the following
three (3) evaluation factors listed below in descending order of
importance: Technical, Past Performance and Price. Technical factors
include the contractors capability to perform, specialized experience
and technical competence, past performance and technical approach. The
BOP will consider all quotes submitted by responsible sources. The
solicitation, which includes instructions for submitting a quote, will
be available approximately thirty (30) days from the publication of
this notice. To facilitate timely issuance, requests for the

solicitation is unrestricted. The successful offeror will be required
to submit a subcontracting plan for this procurement regarding the
