The Naval Surface Warfare Center Dahlgren Division plans to procure technical training services for the Diversified Aircrew Readiness Training Support (DARTS) program. This program supports numerous Naval Aviation readiness training objectives, whose goal is to provide on-board training in sensor related and war fighting skills critical to fleet readiness. The DARTS program provides aircrew training for several aviation weapons platforms and is intended to provide a broad range of training support in a manner that compliments the aviation training architecture through the provision of timely and relevant training materials, instruction, analysis and related activities. The support consists of providing experienced Aviation Weapon (AW) Acoustic Analysis and Electronic Warfare Instructors at various Naval Air Stations to serve as DARTS on-site training specialists (OTS). The support provided by these individuals will include operator training, hardware maintenance, courseware maintenance, and new exercise requirements identification. In addition to the training specialists, the contractor will provide support personnel to develop multi-media acoustic training material for various acoustic signal processors designed to provide proficiency training at field sites for VP, VS, HS and HSL weapon systems. The assumed entry level for these programs is an AW "A" School and Fleet Replacement Squadron (FRS) graduate. The intent of these programs is not to provide basic operator training, but to provide a means for an AW operator and/or Naval Flight Officer to continually practice and refine their skills in an operational environment. The period of performance will be 5 years, commencing on 01 October 1999. A Cost Plus Fixed Fee, ID/IQ contract type is anticipated. It is estimated that the technical effort for this contract will average 25 man-years per year. This solicitation is a follow-on to contract N60921-93-D-0035 with General Physics Federal Systems, Inc. of Columbia, MD, the developer of the DARTS program. The contractor is required to have a facility cleared to SECRET. Solicitations and amendments will only be available via World Wide Web at http://www.nswc.navy.mil/supply. No hard copies will be provided. It is anticipated that the solicitation will be posted on 10 May 1999 and will close forty-five days following date of issuance. Vendors should access the NSWCDD web site to ensure they have downloaded all amendments. For solicitations issued after 31 May 1998, DOD will no longer award contracts to Contractors that are not registered in the Central Contractor Registration (CCR) database.
