16 -- F-14 OFS D03B UPGRADE MLVS CONVERSION SOL N6885-99-R-0218 DUE 040699 POC Darla M. Kelly 732-323-7437 This acquisition is for hardware and software modifications of Test Program Sets (TPS) and Peculiar Support Equipment due to the upgrade of the F-14 Operational Flight Software (OFS) to D03B for which the Government does not own complete technical specifications or drawings to permit full and open competition. This modification specifically pertains to the portion of this effort to enable use of the Memory Loader Verifyer Set (MLVS) vice the previously utilized PSE. The Government intends to procure this modification under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Northrop Grumman Corporation as the sole developer of the F-14 OFS software configuration update which requires the modification of the TPS is the only known source with the knowledge, experience and technical data necessary for the logistical support involved. Firms that recognize and support the F-14 OFS D03B upgrade are encouraged to identify themselves. The Government intends to procure this modification under Basic Ordering Agreement N68335-99-G-0156. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement.
