This action is not suitable for full and open competition since the majority of non-recurring engineering cost has already been incurred by Cogent Defense Systems in the design of this wet-connector and bulkhead assembly, meeting the requirements of the AN/AQS-20 system. To ensure and guarantee the continuity of current technical responsibility, the contents for the wet-end connector and the bulkhead assembly will be purchased from Cogent Defense Systems, the manufacturer of the tow cable system with the AN/AQS-20 requirements.
